At the City of Edmonton Strategic Management Leads are key drivers of change, helping to shape the future of Edmonton. You will serve as a trusted advisor to senior leadership, developing and implementing strategic management practices across the entire corporation. This role is for a creative thinker who can not only design a system for strategic management but also inspire and enable others to adopt and use it. You will provide expert advice, coaching, and training to leaders, ensuring that Council's strategic direction is clearly understood and can be translated into tangible action. By guiding the organization toward robust, strategy-informed decision-making, you will directly influence how the City of Edmonton operates and delivers results for its residents
Lead the implementation of strategic planning tools and processes used for strategy development, resource allocation, and performance reporting. Create and deliver training materials, workshops, and seminars to help all city employees use these tools effectively.- Design system components based on best practices, research, and analysis of the City's current processes and strategic maturity. These components are integrated across the entire strategic management system, connecting areas like strategy development and planning, strategic foresight, risk management, and performance reporting.
- Apply systems thinking to develop tailored solutions that account for the maturity and capacity of different city departments and branches.
- Build and maintain partnerships with department leaders and strategy sections to ensure they are equipped to use and champion the developed resources and processes.
- Create templates, processes, and training materials in partnership with various departments to guide needs assessments, project prioritization, and budget proposals.
- Manage and implement complex, corporate-wide strategic initiatives, applying change management principles to ensure the successful adoption of new planning and reporting tools.
- Lead integrated project teams, following corporate protocols. This involves gathering and analyzing data, developing project documentation, and creating presentations and workshops to support new tools and processes.
- Perform research, interpret data, and develop project charters, business cases, and contracts.
- Create communication plans and materials to share project findings and results with various collaborators, including department leaders, the Executive Leadership Team, and City Council.

Strategic Management Lead, Performance- Lead development and implementation of the City's enterprise performance management system to understand strategic outcomes and value services and projects that are delivered to Edmontonians.

- Lead integration and implementation of the City’s policy and strategy frameworks to ensure consistent decision-making and accountability to enhance service delivery and achieve the City's strategic goals.
Qualifications:
- University Degree in a related field such as Planning, Business Administration, Public Administration, Political Science or other related studies
- Minimum (7) seven years of progressively responsible, professional experience in the strategy, policy, planning, or public service sectors:
Assets:
- Certification or coursework/training in strategic planning; risk management, financial management; public administration; project management; performance measures and analytics; change management; or other leadership training would be an asset
- An MBA or other Masters Degree in a related field would be considered an asset
Skills required for success:
- Extensive knowledge of strategic management approaches, best practices and applications
- Experience with process analysis, development and improvement
- Demonstrated leadership and team building skills
- Critical thinking skills and an ability to challenge existing processes
- Ability to analyze complex technical information and make timely decisions
- Proven planning and organizational skills to manage program/project delivery
- Demonstrated expertise in facilitation of groups with competing interests and priorities
- Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
- Thorough understanding of strategic planning, municipal governance and governing, and executive decision-making
- Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of executives, colleagues, staff and citizens
- Strong written communication and presentation skills, including report writing
- Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
