Position Summary
The Waste Minimization Program Coordinator is responsible for the planning, development, implementation, and evaluation of solid waste management and waste reduction programs. This position leads projects that inform and engage the public and external stakeholders, oversees contractor operations, and contributes to sustainable waste management practices across the city. The role reports to a Senior Engineer and plays a key part in enhancing environmental performance and community well-being. Key Duties & Responsibilities Develop, implement, and evaluate solid waste and waste minimization programs and services. Manage operational budgets, contracts, and project delivery. Supervise and support contractors, staff, and volunteers in program implementation. Collaborate with internal departments, external stakeholders, and the public to identify needs and build partnerships. Prepare technical reports, presentations, and public education materials. Respond to public and Council inquiries regarding waste services and programs. Ensure bylaw compliance, including investigating violations, issuing notices, and supporting legal proceedings when necessary. Support capital and operational budgeting, risk management, and program evaluation. Lead outreach and education initiatives to promote awareness and behavior change. Research best practices and evaluate emerging technologies in waste reduction and diversion. Key Qualifications Degree or diploma in Environmental Studies, Urban Planning, Geography, Economics, or related field. Minimum of 3 years’ experience in waste management, environmental services, or a related field. Knowledge of waste diversion practices, environmental legislation, and bylaw enforcement. Strong leadership, project management, and public engagement skills. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access); ability to analyze data and prepare reports. Excellent communication skills, including public speaking and media engagement. Ability to manage budgets, contracts, and operational metrics effectively. Experience with risk assessment and occupational health and safety standards. Working/Other Conditions Work is performed in both office and field environments, including outdoor conditions and inclement weather. Must possess a valid Class 5 driver’s licence and have access to a personal vehicle (mileage reimbursement provided). May be required to work evenings, weekends, and be on-call as needed. Must be physically able to conduct site visits and inspections in diverse environments
Additional Requirements: Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. Proof of education is required. Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
