Job Description
The Site Security Coordinator has been appointed by the Design-Builder to manage security during design and construction. This position shall be a dedicated role, and the employee shall not undertake other duties. The Site Security Coordinator shall report directly to the Senior Security Manager and support the GOCB Enabling Works Project Manager. The Site Security Coordinator will lead the conduct the day-to-day security operations for the site. As outlined in the Construction Security Specification, the Site Security Coordinator must be on-site daily. The Site Security Coordinator has the following list of services as part of their roles and responsibilities:
- Reporting of Security Activities
- Conduct of security activities and reports to the Senior Security Manager.
- Support to Enabling Works including security at Trailer Town, secure storage and security activities associated with Enabling Works.
- Coordinates with the Guard Force Commander on issues related to security of site.
- Security Documents for Construction
- Provides input to security implementation plan.
- Completion and review of daily security logs including Access Control Logs, Security Incident Logs and Security Training Logs.
- Additional reports or input to reports relating to Security during construction as required by Senior Security Manager.
- Security input to documentation for Enabling Works.
- Security Implementation
- Implementation of security throughout the facility in accordance with the level of force protection.
- Implement and monitor an exterior fenced compound including Crime Prevention Through Environmental Design (CPTED) approach to ensure security defense in depth.
- Analyze and report on the potential impacts of security issues during the construction phase of the project.
- Participates in security meetings as required.
- Monitor and reports on any issues with the operation of CCTV, IAC, FIDS, and other security systems.
- Ensure a cohesive integration of security and life safety systems with security requirements.
- Develop and update incident response strategy and approach as well as exercise the security teams for incident response.
- Direct security protection for construction of SCIF, SAP, HSZ, vestibules and facility zoning.
- Implement stand-off distances for construction to reduce the threat to personnel and equipment within the facility.
- Tracking and monitoring of accreditation of the building security zones and the certification of simulators to be done by different third parties.
- Security input into Construction Documents including Construction Document Report.
- Monitor security orientation and security awareness training sessions for all construction teams.
- Develops and leads on site security exercises.
- Trains staff in security matters, particularly with respect to the safeguarding and transportation of classified material and classified conversations.
- Monitoring and inspection of security fence implementation.
- Develops building security procedures.
- Conduct security briefings as required.
- Conducts the correction of all security deficiencies identified within the warranty period and documenta the completion of these deficiencies to validate that deficiency is corrected.
- Development of Security Implementation Lessons Learned.
- Support to security services and security systems commissioning.
- Security Guard Services
- Assessment to include numbers, types, roles, and employment of security force including in house and third party.
- Manage process and provide recommendations of contractual requirements for security force.
- Provides advice and direction to GOCB Security Manager in the hiring of the security resources required to implement security plans throughout the duration of the contract.
- Maintains and implements the security plan to encompass all aspects of physical security force for FSF during construction and post construction.
- Implements Security Orders for FSF.
- Develop security force administration including schedules, administrative procedures, and management with guard force company.
- Develop, manage, and conduct customized security training security access for the security force.
- Develop and implement security logs and procedures for security monitoring, investigations and resolution including regular reporting and escalation procedures.
- Develop and implement security reporting templates, procedures, and reporting processes.
