Our Bus Fleet Maintenance office is seeking a Senior Program Advisor who under the direction of the Manager, BFM Programs will coordinates BFM Employee Engagement strategy, implement the Attendance Support Program (ASP) in BFM, which includes the disability management process. Liaise with BFM leaders to ensure accurate coding, and provides statistics and reports regarding status, progress, details on goals and key performance indicators. Collaborate and partner with BFM senior leadership and MX stakeholders on BFM employee engagement, communication, performance and workforce management, develop and administer its respective programs and initiatives.
What will I be doing?
- Plans, coordinates, and develops periodically: employee communications, BFM employee surveys and employee recognition awards, to promote employee engagement.
- Coordinates employee outreach initiatives (e.g. Town Hall events), collects information, questions, concerns and feedback from employees; conducts research, connects with senior leadership and facilitates timely information to employee requests for information, answers to questions, responses to concerns; and tracks and follows up on any action items for people leaders
- Assists with planning and execution for facilitating BFM employee participation in all MX employee surveys
- Maintains electronic tracking system(s) for workforce management, entering and maintaining relevant data in the system while ensuring confidential and sensitive information remains secure.
- Extracts data/information from electronic tracking systems, analyses data and produces reports for senior leaders
- Liaises with BFM leaders, HR, H&W, LR and union employees to provide ASP information, and responds to union inquiries and/or provides information for responses to grievances
- Leads BFM employee disability management process, including return to work plans, monitoring, reporting, and workplace accommodations
- Collaborates with the manager on any investigations relating to chronic absenteeism, complex medical cases, and disability management
- Development, implementation and sustainment of BFM workforce management, onboarding/offboarding, succession planning activities and programs
- Liaises with BFM Leaders to develop technical and physical requirements and supporting criteria for testing
- Liaises with BFM leaders, HR, and I&IT for the preparation of Hiring Justification forms (HJF) and MAC forms
- Manages and tracks all employee on-boarding and off-boarding activities
- Development, implementation and sustainment of BFM electronic employee file system
- Compiles employee file history or background reports for senior leadership when requested and as required
- Develops and recommends employee initiatives and event plans and implements strategies, in conjunction with BFM leadership team members and other stakeholders, to reach intended targets and objectives
- Works with frontline supervisory staff to deliver effective and timely engagement, performance and workforce management communications
- Develops summary reports on employee engagement, employee performance and employee management programs; assesses effectiveness, and makes recommendations for improvement
- Drives continuous improvement in process with respect to which this position has ownership
- Reconciles invoices and submits for payment, tracks expenses related to various initiatives and programs
- Develops and delivers training and information materials and sessions to staff at all levels across BFM.
What Skills and Qualifications Do I Need?
- Completion of a college diploma or a university degree in business administration or a related discipline – or a combination of education and training deemed equivalent.
- Demonstrated years of experience in employee engagement initiatives, employee performance programs, workforce management, and/or experience deemed equivalent
- Human Resources certification is an asset
- G Driver’s License is required for travel from work location to other sites as required. Must meet and maintain the MX corporate standard for a good driving record.
- Prior experience with or the ability to interpret and apply collective agreements, Employment Standards Act, Workplace Safety and Insurance Act, and vendor contract terms and conditions
- Experience managing projects and programs in a time sensitive environment and managing/reporting on project/program deliverables and outcomes to senior management
- Analytical skills to develop plans, costing and business cases, manage and analyze data to provide recommendations for departmental improvement
- Planning, organizing, and coordination skills to provide guidance and training and to plan, prioritize, and organize work assignments to meet deadlines and achieve assigned objectives.
- Interpersonal, customer service, and oral/written communication skills to respond to or direct enquiries, resolve routine problems, interact with and provide support to all staff levels, vendor of record and to generate a variety of correspondence, bulletins, reports and documents.
- Written communication skills and intermediate experience with computer applications (e.g. MS Outlook, Word, Excel) databases, tracking systems, and other application software, to prepare a variety of operational plans, presentations, business cases, proposals or reports.
- May work outside ordinary business hours (e.g. evenings and weekends) to accommodate training for shift working employees. May be required to travel to and from all Bus Services facilities. May be required to work within maintenance garage settings including inside the bus storage areas or outside.
