Position Overview
The District of North Vancouver is looking for a talented IT security professional to join the District’s IT team in newly created full-time opportunity as a Section Manager, Cybersecurity to develop, manage, and support the District’s Cybersecurity Program.
What we can offer you
In this position you will head the newly created IT Cybersecurity Team. This team is responsible for all aspects of cybersecurity from the development of security programs and policies, to monitoring and improving the security of the organization’s infrastructure, endpoints, applications, and cloud services. Through the Information Security Committee, you will influence decisions around cybersecurity, risk mitigation, and user awareness across the District and its partner organizations.
What you’ll be doing
  • Reporting to the Manager – Information Technology and Cybersecurity, you will:
  • Manage the Cybersecurity team.
  • Support the Manager, Information Technology and Cybersecurity with setting strategy and developing workplans and budgets to support the District’s Cybersecurity program.
  • Lead the development and enforcement of cybersecurity policies, procedures, processes and tools. This includes conducting risk assessments to identify potential threats and vulnerabilities, as well as developing and implementing mitigation strategies to address identified risks.
  • Prepare and maintain incident response plans for effective management of cybersecurity incidents.
  • Represent the District in engagements with other organizations and jurisdictions to share threat intelligence and collaborate on cybersecurity initiatives.
  • Continuously monitor systems and conduct audits to improve cybersecurity processes and protocols.
  • Liaise with department managers, supervisors, and staff on a variety of matters to understand needs, identify potential solutions, and provide information, education, awareness, and training related to security.
  • Advise the Information Security Committee on current and emerging cybersecurity threats, the threat landscape, and the District’s defence posture.
  • Initiate, facilitate and promote activities to create information security awareness amongst all employees and contractors, and elected officials at the District.
  • Conduct or oversee security assessments of systems and applications using tests, ethical hacking tools and risk assessment.
  • Support additional enterprise IT initiatives as needed to align with strategic objectives.

Qualifications
What you’ll need to succeed
  • A passion for seeking out, and enacting, improvements to systems and processes.
  • 5 to 7 years related technical experience with 3 years supervising staff. Bachelors degree, in Computer Science, Cybersecurity, Network Engineering, OR; a degree in a transferrable field with additional course work in Information Technology from a recognised education institution, OR; an equivalent combination of education, training, and experience may be considered.
  • Security certifications such as CISSP and CISM are desired.
  • Industry certifications such as those from Microsoft, Cisco, CompTIA, or similar would be an asset.
  • ITIL certification would be an asset.
You should also
  • Demonstrate knowledge of cybersecurity policies, procedures, processes and tools.
  • Demonstrate expertise in managing IT infrastructure operations for enterprise systems in a mid to large-scale environment
  • Excel at understanding secure IT operations and the governance, policies, and tools required to maintain secure IT systems
  • Be able to successfully influence and initiate change affecting people, technology and work processes.
  • Be able to breakdown business objectives and processes of various and complex environments in order to understand potential security implications.
  • Demonstrate initiative, autonomy, adaptability, maturity, and sound judgment.
  • Demonstrate proficiency in developing security programs.
  • Interact and communicate effectively with all levels of management and with unionized staff.
  • Be able to work across divisions, and with external partners, to integrate cybersecurity into broader risk management practices.
  • Have excellent documentation skills.

Salary: The pay range for this exempt position is $128,164.82 to $142,500.73 per annum (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
