The Qwelmínte Secwépemc (“QS”) is a collective of eight (8) Secwépemc communities and four (4) historic Campfire / Divisions who are united through QS-BC Government-to-Government (“G2G”) Skú7pecen’s Journey Letter of Commitment (“SJ LoC”). The respective secretariat for the QS Signatories is the QS Office (the “QSO”) and as a collective, the QS Signatories stand poised at a moment of transformation, a time to transcend the failed systems of consultation and engagement past and move into a new era of true partnership. As a collective from four (4) historic Campfire / Divisions of the Secwépemc Nation, working collaboratively and committed to engaging across a spectrum of our rights and responsibilities relating to our lands and resources (Tmicw). The QS collective area of caretakership includes the Fraser River (including the Thompson/Shuswap and Fraser Headwaters) and Columbia River basins.

The
QSO
Yecwminulecw (Stewardship) Manager (the “Manager”) will
be
an
integral
member
of
the
QSO team, who works as the Secretariat for the SJ LoC. The Manager will take project oversight and advisory roles with the forest stewardship and stewardship planning teams in supporting the implementation and realization of commitments under the SJ LoC. The Manager will lead in the oversight and development of the technical arm of the QSO by building and supporting the territorial stewardship initiatives through supporting the QS-BC Collaborative Stewardship Forum {“CSF”), Thompson Rivers watershed Forest Landscape Planning (“FLP”) process, and any additional QS Signatory tmicw (territorial) restoration projects, policies, plans, objectives and programs. This requires a progressive, collaborative perspective, negotiation skills, technical writing, program and policy coordination and design, and strategic planning as it is related to natural resources management.

Key Duties & Responsibilities:

  • Reports and maintains routine accountability to the SJ Director and, where applicable and directed, the QS Joint Leadership Council (“JLC”) / Board of Directors (BoD), on all QSO stewardship related work activities, concerns, issues, and progress;

  • Oversee and manage all stewardship related operations, including the development and monitoring of all budgets and/or strategic plans, writing letters, team reports, project reports, and briefing notes as required;
  • Manage, coordinate and communicate the required administrative assistance and support for the stewardship initiatives, including but not limited to invoicing, purchase orders, and financial reporting;
  • Oversee and manage the QSO Stewardship Team in implementing and maintaining their respective workplans, programs and provide support where necessary, including but not limited to:

o Developing and implementing plans and goals for the forest stewardship efforts, CSF and stewardship & planning team;


o Oversee and support the development FLP initiative, it’s interim measures, and long-term vision in coordination and developing technical reports;

o Oversee and support the implementation of the FLP or its interim measures as required;

o Oversee and support the implementation of the Cumulative Effects (CFX) projects that will support all the programs within the stewardship G2G work;

o Oversee and support the development of relationships with QS Signatories and BC government agencies, Industry or other strategic partners as needed;

o Oversee and supporting the engagement with QS Signatories and their respective Campfire/Divisions by providing presentations and reports as requested by the JLC;

o Oversee and supporting the development of stewardship related projects, reports and programs as requested and agreed upon by the QS and QS Signatories,

  • Work collaboratively with the BC Signatories, and QS Signatories to enable ethical space, co-governance and co-management between BC and the QS Signatories.
  • Identifying, researching and writing stewardship related funding proposals and applications to support the advancement of the QSO’s Forestry, Yucwmenlúcw (Stewardship) and Planning teams as needed.
  • Assist preparation of annual and project related budgets and quarterly expenditure reports for review by SJ Director;

  • Performance of other duties and responsibilities as necessary for the position as assigned by the SJ Director.

QUALIFICATIONS:

Minimum of an undergraduate degree (First Nations Studies, governance/political science, environmental or natural resource management, candidacy may be seen as sufficient) or equivalent experience;

  • Microsoft & Windows computer training;
  • project management training an asset;
  • must hold a valid Class 5 Driver’s License;
  • minimum 5-8 years of project management or coordination experience;
  • minimum 3-5 years of administrative experience;
  • minimum 5-8 years working in a First Nations setting or organization;
  • minimum 5-8 years working in Aboriginal Title and Rights or Lands & Resources Management.

Other Qualifications, Knowledge Skills and Abilities:

Preference will be given to members of the Secwépemc Nation or individuals of Indigenous ancestry. Indigenous applicants for the position will be required to provide proof of Indigenous ancestry.[1] Applicants should have a strong understanding of Secwépemc culture, tradition and history. Preference will also be given to individuals who display a cohesive, progressive vision for reconciliation and co-governance of tmicw.

In the event that the person does not have the above documentation, ancestry may be proven by submitting a front and back copy of their parent’s status, citizenship, membership, registration, or enrolment card and the candidate’s long form birth certificate or baptismal certificate. Both documents must list the person’s name and the parent’s name showing the link between themself and their parent.
