Project Manager II, VITAL

GEMINI (www.geminimedicine.ca) is a unique big data platform in the Canadian healthcare landscape using advanced methods and analytics to extract and standardize data captured in hospital electronic health records. GEMINI currently exists at 30+ Ontario hospitals (covering ~60% of Ontario’s medical hospital beds) and supports the Ontario General Medicine Quality Improvement Network, GeMQIN, a provincial network led by Ontario Health to improve care for general medicine hospital patients. General medicine patients represent 40% of emergency admissions to hospital and are the largest group of hospitalized patients. GEMINI is a collaborative data and analytics platform that allows Ontario hospitals to accelerate research and quality improvement, leading to excellent hospital care. It is the largest such network in Canada.

GEMINI is building the Vital real-time health data for Trials, Artificial Intelligence and a Learning Health System (VITAL) platform. VITAL advances a secure, high-performance computing environment in Ontario, Quebec and Alberta that allows hospital data to be collected every 24 hours, linked, deidentified, and accessed by researchers through a unified portal.

The VITAL team at GEMINI is currently recruiting two (2) Project Manager II’s to lead medium-scale projects. The main responsibilities of the Project Manager II are to lead and develop all aspects of specific medium-scale projects in the VITAL portfolio, lead project implementation, perform project documentation and reporting, and ensuring quality standards are met. The incumbent will play an integral role liaising with various departments at Unity Health Toronto and across VITAL’s collaborating institutions and hospitals, driving operational excellence for both GEMINI and VITAL. The individual will further support requirements gathering, development of project/program governance and assist in reporting efforts. This will be a challenging, rewarding, and fast-paced environment with interaction with clinicians, researchers, data scientists, and hospital leaders. The ideal candidate will possess excellent relationship-building skills with inter-institutional stakeholders, initiative, and honed project management skills.



Duties and Responsibilities:

Plan and develop all aspects of medium-scale projects (30%)

Liaises with the GEMINI Co-Leads and VITAL Director to obtain the vision/goal for VITAL; utilizes full understanding of medium-scale complex scope projects to facilitate the optimal development of projects that will have an impact on Canada’s research and innovation ecosystem;

Conducts needs assessments/requirements gathering to facilitate defining project scope, goals, plans, deliverables, schedules/ timelines, etc., including, researching and analyzing information, best practices and other relevant initiatives to facilitate medium-scale project proposals;

Designs and manages short- and long-term project plans and actions to ensure projects are appropriately planned, delivered on time, on budget and in compliance with legislated requirements;

Designs, develops and manages the execution of communication plans and other strategies that will advance project goals and objectives, ensuring appropriate mechanisms are in place to effective monitor and evaluate project activities and facilitate the optimal delivery of projects;

Communicates complex project plans and expectations to team members and stakeholders, in a timely and clear fashion to ensure project goals can be optimally achieved;

Defines and communicates project criteria and disseminates project success criteria and other relevant information to all concerned parties throughout the project life cycle, in a timely manner;

Utilizes quantitative and qualitative analytical tools to support decision for designed solutions;

Manages complex project plans to ensure projects are delivered on time/on budget and in compliance with Unity Health and VITAL policies.

Lead project implementation for medium scale projects (25%)

Relies on and uses full understanding/knowledge of project implementation characteristics to facilitate the effective management/implementation of medium-scale projects and the communication process to VITAL’s leadership and stakeholders are kept in the loop;

Managing the establishment of key VITAL governance bodies, including Advisory and Operational Committees; created terms of reference, preparing agendas and documenting action items; liaising with members between meetings to advance project deliverables;

Develops and leads the project implementation process for complex project plans that will ensure the optimal delivery, execution and implementation of project goals/initiatives including:

Establishing, developing and implementing a project communication plan that meets the need of a complex project;

Identifying, developing and implementing best practices guidelines and appropriate tools for the optimal/effective delivery of multiple projects;

Developing and implementing optimal/appropriate interfacing opportunities with identified external stakeholders, Directors, Managers, and other relevant parties to roll out project initiatives/specifics;

Managing deliverables related to assigned projects, including tracking project milestones/ deliverables, ensuring all associated project activities are well coordinated, organized, etc.;

Identifying and resolving issues and concerns, managing project dependencies and providing mitigating plans for risk issues in a timely manner, that may hamper project activities;

Tracking project activities, managing budgets, utilizing information to develop and deliver progress reports, proposals, requirements documentation, predictions, etc.


Day-to-day guidance and oversight to staff (15%)

Participates actively and/or fully in the identification and selection of appropriate project staff;

Participates actively in the recruitment and selection of project staff, involving creating postings, participating in setting up appointments, screening/resumes, setting up and participating in the interview process, as required/requested, identifying potential candidates, etc.;

Provides day-to-day guidance and oversight to project staff to help ensure accountabilities and performance goals are met;

Coordinates and supports the project staff by delegating responsibilities and work assignments, while fostering a productive and collaborative work environment;

Builds a team environment and a culture built on mutual respect/trust to facilitate a productive work environment.

Performing project documentation and reporting (20%)

Initiates and oversees the development, drafting and execution of VITAL protocol/strategies to capture and present moderately complex information;

Develops and/or oversees the appropriate collection and documentation of relevant/essential data/information that can be utilized by medium size project team(s), including the preparation of data collection/standard forms for the appropriate capture/collection of relevant data/information for the different stages of projects;

Maintains regular documentation and updates to describe the characteristics of medium scale project to effectively lead, manage and facilitate the documentation process for medium scale project initiatives, deliverables and the communication process to VITAL’s leadership and partners are informed, including:

Organizing and chairing medium scale meetings, as required to provide updates on project status;

Organizing, chairing and/or meeting directly with the Director and other relevant parties to collect relevant information and gain a better understanding of project requirement, etc.;

Utilizing information received and other relevant information as a gauge to develop straightforward reports, presentation, slides and other documents to provide updates on project progress/status, to highlight achievements/areas that requires further work and identify issues/ricks, etc.

Ensure quality standards are met for medium scale projects (5%)

Promotes an atmosphere of continuous quality improvement for all activities pertaining to medium scale projects, while supporting a culture of learning and continuous quality improvement for staff through shared educational opportunities to ensure optimal quality outcomes;

Collaborates with relevant parties in the development of evidence based measurement and metrics to benchmark performance against industry standards and peer organizations;

Monitors performance indicators and provide strategies to correct variances;

Offers training and builds capacity for medium size project staff to enhance their understanding of project initiatives, as required.

Corporate and other responsibilities (5%)

Participates in department/Hospital and stakeholder meetings, workgroups, committees, advisory groups, council and/or other relevant meetings which may have an impact on the project /corporate initiatives;

Acts as the key representative for the VITAL on committees, large scale corporate and other project related initiatives, as required to advance departmental goals and the Hospital mission, values and goals;

Performs cross functional and other duties as assigned and/or requested.

Qualifications:

Three (3) to Five (5) years in a project management role in a health care or technology environment required; PMP designation required, Master’s degree an asset.

Demonstrated experience in facilitation, collaboration and negotiation with multiple stakeholders/service providers required; experience identifying, understanding and documenting complex business and system requirements across diverse stakeholders required.
