Description

Payroll within Finance is currently seeking a Full-time Regular Pension Analyst.

This position reports to the Manager, Payroll Department and will provide oversight and direction with regards to the University defined benefit pension plan data and records,, eligibility compliance, and administrative processes. This position operates with minimal supervision and displays strong organizational, analytical, and problem-solving skills in the performance of the work.

Workload is constant year round with peak periods occurring annually in January, February, March, July, and December. Stress resulting from work pressure is moderate to high in this position as the individual has accountability to perform at a fully proficient level.

Summary of Key Responsibilities (job functions include but are not limited to):

Data and Enrollment Management

  • Ensure accurate maintenance of pension data.
  • Run system updates to internal and external systems.
  • Benefit enrolment and pension worksheet review and update.
  • Validate contribution calculations are consistent with plan documents and with member service status, including retirement calculationsSemi-monthly reconciliation of pay cheque data to pension records, as validation of system inputs and remittance to pension board.
  • Year-end reconciliation and response to pension plan provider TADs to ensure member pension statements are accurate.
  • Consult and direct regarding contributions and system updates related to pension events:
    • Optional service purchases.
    • Amended T4 PA adjustments.
    • Age 69/71 process in year detail and 35 Years of Pensionable Service.
  • Enroll eligible employees into plan and update member personal basic data changes.
  • Submit in-year termination detail related to resignations, retirements, and death in service events within appropriate timelines.
  • Liaise regarding set up of contributory and non-contributory leaves and coordinate costing requests.
  • Ensure compliance and alignment of appointments with University eligibility policies.
  • Apply compliance criteria when complex and/or unique variations in appointment parameters arise.
  • Partner with colleagues and pension plan providers regarding application of eligibility criteria in unique circumstances.

Records Management

  • Update U of C and/or plan administrators records.
  • Investigate data queries arising from distribution of annual member statements and determine whether or not data correction or update is required.
  • Provide input and recommendations where changes in other PeopleSoft modules are occurring to ensure pension systems perform accurately and efficiently.
  • Participate in identifying PeopleSoft system issues and assisting with testing of system enhancement.

Remittances and Reporting

  • Remit current and optional service contributions each pay period ensuring funds are received by pension plan providers within prescribed deadlines.
  • Submit year-end files and perform overall service year reconciliation of semi-monthly remittances and PeopleSoft pension worksheet detail to member year-end detail as reported by pension plan providers.

Communication and Partnership

  • Liaise with pension plan providers and/or university colleagues to coordinate system inputs and processes that produce accurate and compliant pension records.
  • Identify and analyze emerging pension issues with a view to the impact on current processes.
  • Work with stakeholders to mitigate issues with the potential to negatively impact plan members.

Qualifications / Requirements:

  • Completion of PCP Certification with National Payroll Institute.
  • Post-secondary degree in human resources, business administration, finance, or a related field.
  • Three to five years direct pension administration experience required.
  • Three to five years direct exposure in Defined Benefits public sector pension plan administration would be an asset.
  • People Soft or similar ERP experience required.
  • Experience with internal controls and audit would be beneficial.
  • Advanced organizational, analytical and problem-solving skills.
  • Excellent verbal and written communication skills.
  • A proven commitment to modeling team values, partnering with others to achieve timely and accurate results.
  • An ability to exercise judgment within established guidelines.
  • Attention to detail and strong judgment skills are required to deal with complex issues and concerns.
  • Experience working with and interpreting policies, procedures, union contracts, regulatory procedures and keeping abreast of changing legislation.
  • Expert working knowledge of Microsoft Office applications.
