What can you expect from this position?
The Manager, Quality Assurance Program (QAP) is responsible for overseeing the development, implementation, and continuous improvement of the organization's Quality Assurance Program (QAP). This role is critical in ensuring compliance with Transport Canada's Aviation Safety Management System (SMS) regulations, as outlined in the Canadian Aviation Regulations (CARs). You will work closely with various departments to promote a culture of safety and quality, and to ensure that the organization's operations are conducted in accordance with established standards and procedures. You will play a critical role in ensuring the ongoing success and safety of the organization by fulfilling the responsibilities of the role and adhering to the highest standards of quality and safety.
As Manager, Quality Assurance Program you will:
- Establish and Maintain a Quality Management System (QMS)
- Develop and Maintain the Regulatory Audit Program:
- Develop, implement, and maintain a comprehensive SMS audit program, including audit plans, procedures, checklists, and reporting templates
- Ensure the audit program aligns with Transport Canada regulations (CAR 107.03(g), CAR 302.503), safety critical tasks, industry best practices (e.g., ICAO, ISAGO), and internal policies
- Oversee regular quality control reviews of the audit program to ensure its effectiveness and identify areas for improvement
- Conduct Audits:
- Plan, oversee and lead internal and external audits across all departments and operational areas
- Review to ensure quality and objectivity and approve documented audit findings and comprehensive audit reports
- Ensure that follow-up on audit findings is timely and effective corrective and preventive actions are implemented
- Prepare for and participate in internal and external audits, including those relating to Completion of Safety Management System (SMS) investigations and risk assessments on systems and programs as related to QMS
- Complete Concern Reviews
- Ensure compliance with all relevant regulations and industry standards
- Provide guidance and support to departments and personnel on QMS requirements and best practices
- Develop the training programs on QMS requirements, audit procedures, for QMS employees
- Lead training of new QA officers on internal program processes as required and assigning an QA officer on-the-job training (OJT) duties
- Prepare monthly internal reports, supporting documents and adjustments recommended for manager’s approval
This is the role for you, if you have:
- Post-secondary degree or a combination of education and relevant experience
- Certified Manager of Quality/Organizational Excellence (CMQ/OE)
- Certified Quality Auditor (CQA) / Certified Lead Auditor (CLA)
- Ontario G Driver’s license
- Three (3) years working in a quality assurance program
- 2-3 years of aviation experience working at an airport, civil aviation authority, airline or Air Traffic Service provider.
- 5 years of experience working with the Canadian Aviation Regulations and operational manuals
- 2 years of leadership with people management experience preferable in a matrix organization and multiple operations experience
- Demonstrated experience working in a customer centric environment
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position
