As a Manager for the Ontario Line South Civil Project, you will take a leading role in delivering one of the most complex and high-profile infrastructure projects in the province. This position offers the opportunity to manage and oversee the engineering, design, and construction of critical civil works—including stations, tunnel and related infrastructure along the southern portion of the Ontario Line. You will provide strategic oversight across all phases of project delivery, ensuring engineering, design, and construction activities meet defined objectives related to scope, budget, schedule, safety, and quality. Working in close collaboration with internal teams, contractor, consultants, and external stakeholders, you will play a key role in driving successful outcomes for this transformative transit project.
- Lead and Manage Project Delivery: Drive efficient and coordinated delivery of major capital infrastructure elements, ensuring alignment with corporate objectives, engineering standards, design specifications, budgets, schedules, and regulatory requirements.
- Contractor Oversight: Monitor and ensure contractor compliance with contract requirements, with a focus on safety, quality, environmental requirements, cost, and schedule. Oversee site reviews, audits, and commissioning activities.
- Performance Monitoring & Reporting: Monitor and achieve project objectives in terms of scope, schedule and cost. Identify, assess, and resolve complex project risks and issues and initiate corrective actions proactively. Determine what requires escalation and initiate appropriate process. Provide consistent performance updates to Senior Management and key stakeholders.
- Stakeholder Engagement & Communication: Build and maintain strong relationships with stakeholders, including municipal agencies (e.g., City of Toronto, TTC), utility companies, and regulatory bodies.
- Cross-package Integration: Coordinate with interfacing projects to ensure seamless integration and alignment across all stakeholder groups.
- Health, Safety & Environmental Compliance: Promote a culture of safety. Foster and manage a safe and healthy work environment. Ensure project teams, contractors and trades comply with health, safety and environmental standards that meet or exceed legislated requirements. Monitor projects to ensure compliance with Occupational Health and Safety Act, regulations, and codes as well as Metrolinx policies and standards.
- Foster a One Team Culture: Work in a collaborative environment alongside internal and external partners, including Metrolinx employees, consultants, and contractors, ensuring unity and shared project success.
- Team Leadership: Provide direction and mentorship to staff and consultants involved in all aspects of the project from technical design and cost estimating to field execution and administrative tasks.
- Proven experience in managing large-scale rail and transit infrastructure projects.
- Post-secondary degree in Civil Engineering, Construction Management, or related discipline.
- Professional Engineer (P.Eng.) designation. PMP certification is considered an asset.
- Demonstrated exceptional leadership capabilities, with strong communication, stakeholder management, and conflict resolution skills.
- Extensive experience in contract administration, including managing consultant/contractor performance, claims, and schedule compliance.
- Experience in managing various procurement and project delivery models. Experience with Public-Private Partnership (P3) contracts is considered beneficial.
- Proven ability to lead cross-functional teams within a complex, matrixed organizational environment.
- Working knowledge of applicable codes, standards, and legislative requirements, including Ontario’s Contract Laws, Construction Liens Act, Occupational Health and Safety Act, Environmental Assessment Act, and Professional Engineers Act.
- Strong organizational and time management skills with excellent interpersonal, written, and verbal communication abilities, including presentation skills.
- Possess a valid Ontario Class ‘G’ driver’s license to travel to various site locations, meetings, operational facilities, etc., meeting and maintaining the corporate standard for a good driving record.
