Job Summary
As the Manager, AIM IFP Design, you will lead a team of dedicated professionals responsible for delivering high-quality instrument flight procedure services that support the ongoing production of aeronautical information products and data needed to support operational business requirements of the NAV CANADA customers, Flight Information Regions, airports and other stakeholders. In this critical role, you’ll ensure compliance with regulatory standards including CARs, TP308, ICAO Annexes 4 and 15, and the NAV CANADA Level of Service Policy while driving the safe and timely publication of aeronautical data to both domestic and international audiences.Your work will directly support aviation safety through the development and ongoing maintenance of flight procedures, adapting to operational changes, and supporting safety impact assessments. You’ll play a key role in ensuring these services remain effective, efficient, and future-ready, through close collaboration with internal teams and external stakeholders across the aviation industry.

In this role you will:

Manage the operational functioning of the assigned AIM IFP Design unit to ensure capacity and execution can sufficiently meet service demand volumes by:
- Establishing priorities and adhering to production schedules and service level agreements.

Ensuring compliance with production processes and regulatory practices, including:
- ICAO Aeronautical Information Regulation and Control (AIRAC) publication timelines.
- Quality standards for accuracy, resolution, and integrity.
- Maintenance of flight procedure designs and associated information.
- Scheduling afterhours support for operationally significant issues.
- Serve as AIM IFP’s primary representative on strategic NAV CANADA projects requiring significant levels of AIM IFP capacity and services.
- Provide management representation in the functioning of the regulated and ISO-certified AIM Business Management System, promoting quality and continuous improvement.

Lead and support strategic initiatives to enhance the delivery of instrument flight procedure design services by:
- Identifying efficiency and productivity improvements.
- Researching and optimizing technology, systems, and procedures for improved safety, efficiency, and training.
- Representing AIM IFP as the business owner for technology and systems.
- Planning and directing implementation in collaboration with Operations, ANS Technology, ATS Standards, ATS Learning, Stakeholder and Industry Relations, etc.
- Manage hazard identification and risk assessment activities in accordance with NAV CANADA’s Safety Management System.
- Act as the point of escalation for operational issues related to instrument flight procedure design, during and outside regular business hours.
- Act as the business owner for the TP308 training program to ensure regulatory compliance and industry support through the provision of this training.
- Develop/manage budgetary plans and forecasts based on operational requirements and priorities.
- Manage staffing and suppliers’ requirements in accordance with projected demand and capacity forecasts.
- Support establishing budgets and contracts for contracted services in support of the provision of instrument flight procedure design services.
- Report on compliance discrepancies, quality metrics, corrective action plan process, unit performance, budget and forecast variance, and supplier performance.

Oversee all staffing activities including:
- Hiring, workload allocation, performance assessment, leave authorization, and disciplinary actions as required.
- Scheduling shift work and overtime.
- Coaching, guiding, and fostering employee engagement.
- Support on-site training programs in partnership with ATS Learning to meet qualification, staffing, and regulatory requirements.
- Promote a positive, motivated work environment through effective employee relations and application of company values.
- Align front-line staff with corporate objectives by setting and evaluating individual goals and performance indicators, as well as providing regular coaching.
- Act as NAV CANADA’s representative responsible for positive and constructive relationships with AIM stakeholders, both internally and externally, including but not limited to Operations, ATS Standards and Level of Service, Transport Canada, Department of National Defence, airline representatives, aerodrome operators, etc.
- Represent NAV CANADA on external working groups, committees, meetings, and forums.
What you bring:
Education:
- Completion of a degree in a related field (e.g., aviation, engineering, computer science, supply chain management, etc.), or equivalent combination of education, training, and experience.
Experience:
- 3 years of experience in the aviation industry.
- Equivalent level of knowledge gained through extensive management experience in aviation or other safety sensitive environment. Current operational experience is an asset.
- Demonstrated experience in managing employees and project teams.
- Demonstrated delivery track record in a large, fast-paced and complex operational environment.
- Experience initiating, scoping, and delivering business projects which enhance delivery of service to stakeholders.
- Experience working in close collaboration with cross-functional business groups.
Knowledge:
- Knowledge of industry methods and best practices in scheduling, demand planning, capacity planning, and workflow.
- Knowledge of production processes, principles, and methodologies.
- Knowledge of the Canadian Air Navigation System and the service provided by this system.
- Knowledge of Aeronautical Information Services.
- Knowledge of the ISO 9001 International Standard for a Quality Management System.
- Knowledge of change management principles and best practices.
