The Lead, Health Policy is an integral member of the Program Design team and plays an essential role leading the development, planning and implementation of evidence-based policies in the Ontario Cervical Screening Program as well as supporting the day-to-day work of the clinical and scientific leadership for these programs. This role will lead work to support program enhancements and operations for the Ontario Cervical Screening Program such as developing evidence-based policies and program design as well as materials to support change management.
Here is what you will be doing:
  • Policy Development: Lead the creation of evidence-based policies and program designs to enhance the Ontario Cervical Screening Program.
  • Team Collaboration and Stakeholder Engagement: Act as a representative for the program to both internal and external stakeholders. Promote teamwork and consensus, contributing to the achievement of team goals. Work with external vendors to develop products that inform policy development and program design
  • Project Management: Manage the coordination and implementation of multiple projects concurrently, providing timely status updates and feedback to management and stakeholders. Lead program initiatives and operational activities, providing support and guidance for team members
  • Problem Solving: Approach problems proactively and recommend practical solutions to complex issues.
  • Reporting and Assessment: Prepare reports, briefings, policy papers, and presentations for various audiences. Develop needs assessments, jurisdictional scans, stakeholder consultations, and impact assessments to create program policies and guidance
Here is what you will need to be successful:
Education and Experience
  • A Master’s degree in public health, health sciences, health administration or a related field
  • Minimum of 5 years of related work experience
  • Experience synthesizing scientific research
Knowledge and Skills
  • Knowledge of frameworks for evidence review and evaluation and policy development
  • A strong understanding of Ontario’s health care system
  • An understanding of population and public health approaches and/or cancer screening is an asset
  • Expertise in policy development and development of clinical programs including critically appraising literature, conducting jurisdictional scans and options analyses as well as translating evidence to clinical guidance and to the design of clinical programs
  • Knowledge of with research methods and program evaluation is an asset
  • Experience working with clinical experts and health care administrators is an asset
  • Demonstrated ability to successfully execute on multiple large-scale, complex, high-risk projects, ideally within a cross-functional structure
  • Proven ability to analyze and interpret complex information, problem solve and provide thorough and practical solutions to a wide range of complex problems and approach challenges proactively
  • Excellent communication skills including ability to deliver presentations and write documents (e.g., briefing notes, reports, presentations) that present complex concepts effectively and promote decision-making to different audiences
  • Strong relationship building skills, with demonstrated experience engaging and building relationships and consensus amongst diverse stakeholders
  • Detail-oriented with excellent organization and time management skills
  • Systems thinker with excellent critical and strategic thinking skills as well as strong attention to detail
  • Demonstrated ability to work independently in a self-directed manner with minimal supervision as well as work well in a team environment, ideally in a cross-functional, matrix structure
  • Ability to work well under pressure and use good judgment in assessing difficult situations
  • Comfortable working in a dynamic fast-paced environment with a degree of uncertainty or ambiguity
  • Models and supports behavior consistent with the People Values of Ontario Health
