In this role, you will ensure the smooth operation and resilience of the Property Assessment and Taxation service lines. By identifying, tracking, and resolving operational, political, and reputational issues, you will help to maintain the integrity of property assessments and accurate tax administration. Overall, you will enhance operational efficiency, reduce risk exposure, and support the long-term sustainability of the Property Assessment and Taxation functions. Primary duties include:
- Monitor emerging issues that could impact assessment accuracy or tax administration.
- Coordinate and collaborate with leadership and teams to develop resolution strategies for identified issues.
- Track and report on the status of issue resolution efforts, ensuring timely and effective responses.
- Identify potential risks that could impact the Property Assessment or Taxation services and develop mitigation strategies to minimize their effects.
- Advise senior leadership on the prioritization of issues and risks.
- Serve as the liaison between the Property Assessment and Taxation services and other municipal departments, including the Corporate Planning and Financial Services (CPFS) department and the corporate issues and risk management teams.
- Create comprehensive plans outlining procedures and responsibilities for maintaining essential service operations during disruptions.
- Assess new tools, technologies, and methodologies that could be utilized to enhance issues and risk management for the Property Assessment & Taxation Services.
- Deliver training to A&T leadership (e.g., Managers, Leaders) and key positions that support the leadership team (e.g., Corporate Consultant, Valuation Specialist), especially during the onboarding phase of these roles.
Qualifications
- A degree in Public Administration, Business Administration, Risk Management, Journalism or a related field plus at least 5 years of experience in issues management, risk management, strategic planning or policy analysis, preferably within the public sector or a government context; OR
- A master's degree in Public Administration, Business Administration, Risk Management, Journalism or a related plus at least 3 years of experience in issues management, risk management, strategic planning or policy analysis, preferably within the public sector or a government context.
- Advanced proficiency in Microsoft Office (Outlook, Word, PowerPoint, SharePoint, and Excel) is required.
- Experience with data management systems and data visualization software (e.g. PowerBI) is an asset.
- Excellent communication, facilitation, and presentation skills as well as the ability to build relationships and collaborate with groups and individuals to build consensus, credibility and trust.
- The ability to work independently, be proactive and have a high degree of initiative.
- Strong attention to detail, organizational, analytical and problem-solving skills to deal effectively with complex tasks and issues. Time management skills to meet shifting objectives and emerging priorities
