The Health, Safety, and Environment Manager is responsible for leading Westridge Construction’s health and safety strategy and ensuring full compliance with regulatory and client requirements. As a key member of the leadership team, the HS&E Manager oversees the implementation and continuous improvement of health and safety programs across all projects and locations. This role provides direct leadership to the Safety department, ensuring a consistent, proactive approach to workplace safety throughout the organization.
The ideal candidate will be both a strategic thinker and a practical leader — someone who can champion a positive safety culture at all levels, support field teams, and guide our safety personnel in delivering consistent, high-quality results.
Key Responsibilities:
Leadership and Oversight
- Lead and manage the Health & Safety team ensuring clear communication, aligned goals, and ongoing development.
- Serve as the primary point of contact for escalated or complex safety issues, incidents, and regulatory inquiries.
- Partner with senior leadership, project managers, and site superintendents to embed safety into all phases of construction planning and execution.
- Champion a culture of safety through communication, leadership, and engagement initiatives.
Program Management
- Oversee the development, implementation, and ongoing improvement of the company’s health and safety program.
- Ensure all health and safety policies, procedures, and practices align with provincial regulations, client expectations, and industry best practices.
- Manage compliance with COR certification, ISNetworld, and any client-specific safety management systems.
- Conduct periodic audits of safety systems, training records, and job site performance to verify compliance and identify areas for improvement.
Training and Development
- Evaluate training needs and coordinate delivery of required and proactive safety training for employees at all levels.
- Mentor and coach safety team in performing field inspections, investigations, and facilitating toolbox talks or orientations.
- Support professional development of safety team members through formal and informal learning opportunities.
Reporting and Analysis
- Track and analyze safety performance metrics; generate reports to monitor trends, guide corrective actions, and advise the leadership team.
- Lead or oversee incident investigations, ensuring root cause analysis, corrective actions, and documentation are completed and communicated appropriately.
- Provide regular updates to senior leadership on safety risks, priorities, and opportunities for improvement.
Qualifications and Experience:
- 20+ years of progressive HS&E experience, including a minimum of 3 years in a Regional Leadership role with direct accountability for strategy, governance, and delivery.
- Executive leadership experience as an active member of a Senior Leadership Team (SLT) for at least 3 years, contributing to organizational direction, policy, and decision-making.
- Demonstrated leadership of HS&E management on major CSA (Civil, Structural & Architectural) and MEP (Mechanical, Electrical & Plumbing) projects with individual project values exceeding CAD $900M.
- Proven track record overseeing HS&E on multi-year projects (4+ years), ensuring consistency, compliance, and continuous improvement throughout project lifecycles.
- Proven ability to lead, manage, and develop HS&E departments of 30+ personnel across multiple project locations and disciplines.
- Deep technical and practical understanding of HS&E in both CSA and MEP project environments.
- Significant international HS&E leadership experience in at least two international markets, including projects for global corporate tenants and end-users.
- Skilled in tailoring HS&E initiatives, programs, and communications for multilingual and culturally diverse workforces.
- Experience designing, implementing, and embedding regional HS&E policies, procedures, and organization-wide standards.
- Active involvement in defining HS&E requirements during project bid and pre-contract stages to ensure client alignment.
- Extensive subcontractor management and oversight, including selection, assessment, auditing, and compliance monitoring.
- Proven ability to engage and communicate with local authorities, facility end-users, clients, and consultants at all levels.
- Holds an internationally recognized Occupational Health & Safety qualification (e.g., NEBOSH, IOSH, OSHA, or equivalent).
- Served as a Regional Senior Lead for Mental Health, Wellbeing, and Wellness programs, with demonstrated success delivering workforce support initiatives.
- Experience implementing and managing drugs and alcohol screening and monitoring programs across projects and regions.
- Contributed to the development and execution of corporate HS&E strategies in Europe and international markets.
- Skilled in preparing for, hosting, and closing audits against local and international standards and accreditations (e.g., ISO 45001, OSHA, OHSAS 18001).
- Financial acumen, including budget ownership and cost-control responsibility for HS&E programs and resources.
- Experience leading crisis response, business continuity planning, and emergency preparedness programs in international markets.
- Military Service background, bringing discipline, resilience, and leadership in high-pressure environments.
- Valid Class 5 driver’s license and willingness to travel between sites.
