Job Purpose
Reporting to the Director, Corporate Property Services, the Manager of Major Maintenance (MMM) manages Manitoba Liquor and Lotteries (MBLL) Major Maintenance department and is responsible for ensuring all MBLL assets and systems remain operational. The MMM will set the overall goals, strategies, and objectives for the entire department, individual team members and assigned budgets to ensure infrastructure resilience and reliability. The MMM shall ensure all MBLL facilities remain operational utilizing appropriate, effective and verifiable maintenance and inspection techniques for ensuring high system resilience and reliability.
Job Responsibilities
- Develop and maintain a Predictive Maintenance structure and team.
- Develop and maintain a rolling twenty-year asset management and renewal plan.
- Develop and maintain an asset hierarchy in coordination with the Director and impacted areas.
- Develop and review detailed operational budgets in collaboration with other departments.
- Ensure unit utilizes all resources effectively and remains on budget.
- Identify areas requiring service contractors and work in collaboration with Procurement in securing qualified contractors.
- Measure teams’ performance, effectiveness and efficiency by using/developing key performance indicators (KPI’s) in the delivery of services to internal and external customers.
- Measure critical assets with KPI’s for efficiency and service reliability.
- Establish and maintain positive working relationships with all external and internal stakeholders.
- Provide input to the Director on departmental policies and procedures, ensure policies and procedures are adhered to within and outside unit.
- Liaise with suppliers and consultants.
- Develop and implement any corrective action plans in relation to KPIs to address performance deficiencies.
- Define each major maintenance project’s scope, goals and deliverables that support business objectives in collaboration with the senior leadership team and internal stakeholders.
- Assist in the development of business cases as required.
- Collaborate on the requirements for the development, design, construction, commissioning, and turnover of any new assets or facilities.
- Work collaboratively with the Manager, Project Design and Delivery determining projects requiring professional project management support for development and execution.
- Develop (where required) detailed project budgets in collaboration with Finance.
- Monitor and direct major maintenance projects in collaboration with internal and external departments, provide recommendations for opportunities for carbon/utility/cost/performance improvements and/or savings.
- Lead a team of highly skilled supervisors, technical and trade personnel, providing leadership through solid people management practices.
- Develop, coach and mentor staff for career development and growth with professional designations and certifications.
- Recruit, manage, coach, and evaluate the performance of employees.
- Determine, where required, staff discipline/corrective action within established policies/related documentation.
- Develop, monitor and ensure all personnel are trained and equipped to effectively and safely perform their duties.
- Ensure positive morale and motivation of employees. Resolve problems and issues, and provide conflict resolution in a sensitive, confidential, and professional manner.
- Ensure all applicable compliance, regulations, policies, procedures, and corporate social responsibilities are understood, supported, and adhered to by all employees.
- Carry out all required duties and responsibilities of a supervisor of workers as outlined under provincial safety and health legislation.
- Work collaboratively with the Infrastructure Sustainability Program Manager on assessing, developing and fine-tuning building systems to maximize assets’ performance and longevity.
- Develop performance indicators and monitor assets’ performance based with KPI’s and other monitoring indicators.
- Develop and communicate action plans to address performance deficiencies.
- Organize and lead the Major Maintenance teams to identify and adopt best industry practices and standards.
- Provide input to the Director regarding initiatives and strategies for cost savings, process improvements, and best practice approaches.
- Participate in Corporate initiatives to collaborate on cross-divisional synergies, software applications, shared resources, and consistent practices.
- Provide recommendations to the Director on organizational structures, reporting relationships, division of duties, and areas of expertise necessary for evolving corporate needs and comparable with private sector quality and efficiency.
- Maintain and apply a current working knowledge of industry trends, costs and availability of materials for trade contractors, construction equipment, labour conditions, and union agreements.
- Ensure all MBLL facilities activities are always in compliance with all applicable building codes and standards (NBC, LEED, BOMA, MB Green Building Policy etc.) and ensure compliance with requirements of applicable authorities having jurisdiction.
- Manage processes related to the design, engineering, and construction services necessary to ensure safety, asset protection/preservation and business continuance.
- Other related duties as assigned.
Primary Qualifications
- A Bachelor’s Degree in Engineering/Master's Degree in Facility Management/Business Administration or similar education from a recognized educational institute or an equivalent combination of education, certification and experience that demonstrates developing and managing major maintenance activities in an organization of similar size.
- Minimum five (5) years’ experience leading a team of maintenance professionals and delivery of capital projects.
- Experience must demonstrate and include a predictive or prescriptive maintenance program.
- Thorough understanding of building systems, architectural and engineering practices, and contract administration practices.
- Experience in a maintenance environment that includes complex electrical and mechanical systems, including proactive evaluation of infrastructure capacity, resilience and operational confidence.
- Experience developing asset hierarchies for creating realistic, measurable and effective maintenance actions, budgets and resourcing pressures.
- In-depth experience practicing Predictive Maintenance and/or transitioning maintenance systems and teams to Predictive Maintenance methodologies.
- Management experience demonstrating the ability to analyze and solve problems independently using good judgment, strong leadership and organizational skills utilizing best practices.
- Direct experience working with design and engineering professionals on facility related major maintenance and capital projects.
- Strong communication and interpersonal skills and demonstrated political acumen.
- Intermediate skills in Microsoft 365 (Word, Excel, PowerPoint and Outlook) and MS Project.

- Satisfactory work performance in the preceding twelve (12) months is a requirement. Attendance rate will be a factor in the pre-screening process.
Secondary Qualifications
- Experience and understanding of public procurement policies and practices is considered an asset.
- Bilingual French/English language skills are an asset.
