Introduction & Key Role Objectives

WJ Groundwater is the leading construction dewatering and groundwater specialist in Ontario, and is expanding across Canada with current projects in BC and QC and pursuing opportunities nationwide. We have specialized plant and equipment that allows us to install custom dewatering and water treatment systems in various environments including from within tunnels and shafts and from the surface. Our current portfolio of projects covers everything from large infrastructure (heavy civil works) to residential developments, and small-scale dewatering solutions in hard-to-access areas.


We are seeking a dynamic and qualified Technical Manager/Chief Estimator with experience in business development within the dewatering sector. The ideal candidate will have a proven track record in managing the design, estimation, and tender processes for dewatering projects, ensuring successful project delivery and driving business growth."

Key Areas of Responsibility


Dewatering Operations and Technical Development (80%)


  • Lead the pursuit of work for WJ Canada in the dewatering sector, driving the development of technical capabilities and ensuring high standards in Dewatering system design and operation
  • Oversee and contribute to the tender preparation process, including managing the tender team, reviewing pricing, estimation, design, and dewatering system selection
  • Maintain and develop relationships with current and potential clients within the dewatering and construction sectors
  • Lead subcontract negotiations and review subsequent subcontract documentation to ensure that WJ’s interests and requirements are protected whenever possible
  • Review and critique proposals, plans and designs related to dewatering systems
  • Ensure the technical delivery of projects meets high standards to maintain WJ’s position as a leader in technical expertise within the industry
  • Maintain high-quality documentation of WJ’s contractual activities and support the Dewatering Division Manager and Project Managers to achieve commercial and technical project success
  • Develop and implement various methodologies and techniques, while contributing to the company’s strategic objectives
  • Provide leadership and expert advice to colleagues
  • Be responsible for own health and safety and that of your team and prepare Risk Assessments for our activities.

Hydrogeological Support (20%)


  • Perform analytical and numerical groundwater calculations and modelling to support dewatering system design and operations
  • Plan, budget, and oversee geotechnical investigation, pumping tests, and other site investigation activities
  • Analyze dewatering system performance and provide practical solutions to support dewatering operations
  • Support with applications for permits related to taking, treating, and discharging water
  • Conduct technical analysis of survey data, field data, and construction design drawings, recommending appropriate technical and monitoring solutions for water management

Qualifications & Experience

  • A motivated and hardworking individual with good verbal and written communication skills is essential.
  • Minimum 8 years of experience in the construction industry, managing tenders and commercial contract negotiation in a similar environment
  • Bachelor’s degree in Engineering (Chemical, Civil, Geotechnical, Environmental) or a related Engineering discipline
  • Extensive understanding of Hydrogeology, Geology, Environmental or Civil Engineering
  • Strong team management skills, with proven ability to plan, organize, and schedule workloads for both self and others
  • In-depth knowledge of commercial issues and construction industry contracts
  • Practice expertise in groundwater, groundwater pumping systems, hydraulics, and the application for water-taking and discharge permits
  • Advanced IT skills, including proficiency in Microsoft Office 365
  • Excellent problem-solving and interpersonal skills, with the ability to effectively communicate complex and sensitive ideas to multidisciplinary teams.
  • Knowledge of geochemistry and water treatment is an asset
  • PGeo or PEng designation is an asset

Working Conditions

This role is primarily based at our head office but requires site visits for client meetings, site inspections, inductions, and project briefings, with occasional full-day work on client worksites. Comfort with working on heavy industrial construction sites, and within confined spaces is essential.


Standard working hours are from 7:00 AM to 5:00 PM, Monday to Friday. Occasional flexibility in working hours may be required.
