Job Summary

As a By-law you will deliver strong enforcement outcomes and programs through the design, development and implementation of legislation, regulations and programs as they relate to the regulated sector

Duties and Responsibilities

  • Leads the development and implementation of programs as well as regular reviews of by-laws and associated provincial/federal legislation
  • Communicates best practices and processes to enable frontline staff to deliver services to the City Ensures achievement of timeliness and quality assurance of materials developed; monitoring results
  • Reviews methodology, recommendations and conclusions and conducts on-going monitoring and quality control to ensure the production of sound and accurate deliverables which support and inform executive decision-making and are aligned with overall strategic directions
  • Leads and coordinates the development and evaluation of enforcement/investigative policies, coordinates and prepares policy papers, briefing materials, and submissions to Mayor & Council
  • Supports the development, establishment and implementation of innovative policies, programs, procedures, and standards related to the establishment of organizational structure of the Enforcement Division
  • Provides team leadership and coordinates multi-disciplinary project teams within the Division and other Departments to assess the scope and scale of possible approaches for policy and program development in response to identified industry/regulatory challenges, quantifying regulatory, economic, stakeholder, political and any public safety impacts with consideration of intergovernmental and socio-political implications
  • Leads and represents the City at working groups, consultations and community engagements critical to operational success with strategic partners and provides strategic oversight for stakeholder engagement processes
  • Establishes, builds and manages productive relationships and fosters collaboration among all internal and external partners; promotes and obtains consensus on the policy and legislative agenda and program delivery framework
  • Leads stakeholder teams in the strategic planning, analysis and development of enforcement-related policy and program options and recommendations that enable decision making on policies and programs, and the development and adoption of legislation and regulations and the related policies to strengthen the division’s role in enforcement/compliance/investigation and in the interest of public across the City
  • Identifies and apprises the Division management teams of key issues that may significantly impact critical paths and timelines, with proposed options and recommendations for solutions; ensures that expert advice given is informed and supported by a high level of analytical complexity

Skills and Qualifications

  • Graduation from a recognized post-secondary program with 3 to 5 years of experience in a public sector organization that delivers public safety programs.
  • Thinks strategically about policy issues with tangible solutions for consideration by executives and City Council.
  • Excellent research, analytical and problem solving skills supported by strong facilitation capabilities.
  • Experience and understanding of Municipal Law Enforcement operational practices and procedures an asset.
  • Understanding of by-laws and associated legislation impacting a multitude of programs to ensure compliance within the Division’s enforcement/investigation functions;
  • Understanding of policies, legislation and program relationships of other departments, jurisdictions, industry stakeholders to assess the impact of policy changes/new proposals/program initiatives in enforcement;
  • Policy and program design/development principles and techniques and decision-making and accountability processes to lead the development of policies and programs to support accessible and high-quality programs/services for public safety service delivery;
  • Issues management methods to lead the identification, assessment and the elaboration of detailed presentations on particular issues;
  • Oral communication skills to provide authoritative advice, expertise and recommendations to management and to represent the division on cross-functional and working groups;
  • Written communication skills to prepare complex analyses, detailed strategies, policy frameworks, corporate reports, submissions, presentation materials, briefing documents, and executive correspondence
  • Computer applications for word processing, spreadsheets and financial management/reporting systems in order to analyze and prepare reports, submissions and correspondence.
  • Requires a high degree of independent work, as well as close team work.
  • Strong report writing skills are essential.
Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00
