Under the general supervision of the Supervisor of Building Systems Services, the Building Systems Specialist (Controls) is responsible for providing expertise related to the City’s building inventory in the area of computerized building monitoring and automation equipment (Johnson Controls METASYS, Distech Controls) used to control, operate and monitor HVAC systems, fire alarm systems, security systems, carbon monoxide detection systems, emergency generating systems, energy management systems, etc.
This includes but is not limited to inspecting, repair, maintenance, installation, commissioning and technical support. This also includes administration and coordination of installation projects for computerized building monitoring and automation equipment and other building systems as required.
This also includes administering design and construction projects; maintenance of drawings and reference materials; development of regular preventive maintenance plans and long-term capital renewal plans, and business cases based on inspection and life cycle.
The Building Systems Specialist will also have working knowledge to preform maintenance, installation, and programming changes to the Security Systems and Fire/Life Safety systems (Bosch, Manitou, Milestone, Johnson Controls Pegasys, Mercury).
As the Building Systems Specialist (Controls) you will:
- Maintain and upgrade building automation system's server and main infrastructure.
- Project Management of new building controls systems including RCx and energy management projects.
- General Maintenance, small scale installations, and operations.
- Technical support.
- Performs other related duties compatible with the classification and written policies and regulations of the Department.
Your education and qualifications include:
- Diploma in a controls, Instrumentation, HVAC or electronic discipline from a provincially recognized college eligible for certification with CTTAM or an equivalent combination of education such as but not limited to Engineering technologist, IT diploma, Power engineer (3rd class), Journeyman Heating Mechanic or Electrician.
- Three (3) years’ experience in pneumatic and electronic instrumentation repair and operation as it relates to building systems including involvement in the following areas:
- Programming and utilization of the existing building automation system (METASYS, Distech) or equivalent system via software interface
- Repair and maintenance of pneumatic, electronic, and electrical instrumentation, including reading and interpreting system schematics and component schematics
- Performing extensive troubleshooting for malfunctions using complex pneumatic electrical and electronic test equipment
- All areas of HVAC systems and controls including ability to perform a detailed inspection of the system and components, calibrate adjust, test and troubleshoot and repair or replace defective components as required
- Maintain, repair, and installation of fire alarm, security, carbon monoxide, pneumatic control and electronic building monitoring systems
- Three (3) years’ experience in the management of design, installation, construction, commissioning, budget control, and estimating of projects. Which includes preparation of contract documents and detailed business plans for major replacement of refurbishment which includes cost reduction strategies and payback.
- Three (3) years’ experience in maintenance, repair, replacement, upgrading, troubleshooting, calibration, adjustments and operation of any of the following technologies is an asset;
- Building automation control systems

- S2N2 Modems
- Loytec BACnet smart displays
- Field Server BACnet gateway or equivalent.
- Eaton smart lighting system.
- Card access, Intrusion, and security camera systems.
- Three (3) years’ experience in design, installation, programming, interlock, commissioning, making final adjustments and calibrations, start up and training of new systems of any of the following technologies is an asset;
- Building automation control systems

- Cypress Wireless thermostat system
- S2N2 Modems
- Loytech BACnet Smart displays
- Field Server BACnet gateway or equivalent.
- Eaton smart lighting system.
- Specialization, designation or certification in Tridium Niagara Framework, Distech experience, and factory training in EC-GFX programming is an asset.
- Certification in CompTIA A+ and CompTIA Network+, or equivalent is an asset.
- PMP certification is an asset.
- Must possess a Manitoba Journeyperson or Limited Specialized Trade - Electrical License (M-T or M-V or apply for and receive this license within one year from start date.
- Ability to plan short term preventative maintenance work and long-term capital renewal.
- Ability to prepare budget preparation and control including financial tracking and cost estimating.
- Ability to read, interpret, prepare, and revise system and equipment schematics, drawings, specifications, charts and tables.
- Ability to use hand tools, power tools, and complex measuring instruments.
- Ability to work independently with minimal of supervision, expedite and resolve issues.

- Knowledge and understanding of building HVAC system i.e. boilers, Chilled water plants, etc.

- The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
- Physically able to perform the duties of the job, which may include, but are not limited to: working outdoors in potentially extreme weather conditions, ability to lift and move objects up to 20 lbs., and the ability to work at heights for extended periods.
