POSITION SUMMARY:
Reporting to the CAO and Bursar, the Associate CAO, Information Technology Services and Transformation will provide strategic vision, direction and leadership of Victoria University’s technological needs and assets. The incumbent will lead the evolution of the IT portfolio, driving digital transformation, automation, and innovation within a dynamic academic environment. This role is critical in balancing the adoption of emerging technologies, including artificial intelligence (AI) and data analytics, with the delivery of reliable, secure and high-performing IT services that support and advance core organizational functions. This role will ensure business continuity planning and recovery, maintain and advance essential services and systems, support modernization efforts, and effectively manage and mitigate service deficiencies and other external risks.
Responsibilities include but are not limited to: strategic leadership and oversight of the full-service IT team, develop and implement short-term and long-term strategies across all the technology services in the portfolio; lead IT strategy, projects and operations in a multi-stakeholder environment; ensure efficient and effective delivery of IT and classroom technology services; develop and implement IT policies and procedures; prioritize university wide IT projects and deliverables; lead university wide change management initiatives related to digital transformation, ensuring alignment with institutional priorities and stakeholder needs, and successful adoption and minimal disruption across departments; and fostering collaborative relationships with the University of Toronto and the associated Federated Universities, including developing and effectively managing service level agreements, as applicable.
This strategic leadership role is responsible for the adoption of emerging technologies such as AI, analytics and cloud computing and delivering impactful results through technology. As a strategic leader, the Associate CAO, Information Technology Services and Transformation serves as a partner to senior leadership to drive change and enhance the state of technology for the University. They will develop and foster an effective and results-oriented IT team to deliver innovative solutions and services. In addition, the incumbent will support and collaborate with cross-organizational teams for university-wide initiatives.
The incumbent is responsible for the annual budget for IT and makes recommendations to the CAO and Bursar regarding major hardware and software purchases and licensing. The incumbent is the main contact for external IT vendors and is responsible for negotiating product pricing, delivery and resolving quality issues.

REQUIRED QUALIFICATIONS:
EDUCATION
Post-graduate degree (e.g. master’s or doctorate degree) in computer science, business, science or information studies, or an acceptable equivalent combination of education and experience is required.
EXPERIENCE
Minimum of 10 years of leadership and progressive experience in an IT environment overseeing IT strategy, operations and projects, with at least 5 years in a senior management role, with advanced information technology project management capacity. Demonstrated experience with strategic planning and execution, digital transformation, change management, data management and data governance. Experience in a higher education or academic environment in a unionized environment would be preferred.
Demonstrated ability to lead and align IT strategies, projects and operations with business objectives, and achieve results. Proven experience and strong understanding of both project and change management methodologies, with solid expertise in leading cross functional projects and the ability to successfully plan and implement projects with a focus on stakeholder engagement, client-focus, universal design and user experience.
SKILLS
Demonstrated strong abilities in strategic thinking, analysis and planning. Possesses extensive knowledge in IT security, cyber security, data privacy, and IT compliance and governance. Proven success in building relationships; ability to effectively work with and influence all levels, including developing partnerships; results oriented with a strong track record of collaboration and driving to successful outcomes. Ability to advise on technological trends and best practices, including universal design and accessibility, and align priorities and resources with objectives and strategies; understanding of information technology governance, systems development methodologies, inventory management and asset tracking, data management, policy development and implementation, and regulatory/legal issues for technology. Strong leadership, coaching and team building capabilities that foster a high performance, trusted and collaborative work environment.

Advanced proficiency with Microsoft 365 (i.e. Outlook, Word, Excel, Access and PowerPoint).
