The Scarborough Subway Extension (SSE) is being delivered using the Progressive Design Build Model, which is now in its implementation phase. This transformational transit project is in need of a Senior Project Manager, Third-Party Coordination, in order to continue to drive the SSE forward with its key stakeholders in a manner that is built on a foundation of trust, respect, collaboration and reasonableness. The Senior Project Manager, Third-Party Coordination, will lead a skilled team in working together with project staff and stakeholders to deliver on intended project and third-party benefits and outcomes on time, on schedule, on budget, and with a safety-first mindset. What will I be doing?
- Leading internal and external resource planning activities to ensure reasonable and proportionate resources are available to meet the lifecycle needs of the project within established budget limits.
- Providing senior project management leadership for assigned deliverables that include, but are not limited to:
- time-bound inter-transit agency approvals and/or clearances of transit infrastructure design submittals, permits and approvals.
- comprehensive time-bound reviews by SSE subject matter experts of third-party planning and development applications, inclusive of the endorsement or rejection of corridor control permit applications pursuant to Part II of the Building Transit Faster Act, to protect the design and delivery of the SSE.
- Construction oversight responsibilities and associated deliverables.
- Establishing effective working relationships with a range of internal and external stakeholders, while working 3-5 days per week from the main project office located at 100 Consilium Place, Scarborough.
- Acting in the capacity as a prudent transit operator, liaise with staff from Infrastructure Ontario and provide necessary support to advance Transit Oriented Community related initiatives.
- Leading the development of key performance indicators for performance measurement, monitoring, reporting, and management purposes.
- Ensuring timely risk and issues management practices and procedures are implemented by your team and escalated through an established governance structure, as may be required, with options and recommendations for how to eliminate identified risks, or to mitigate and close out active issues expeditiously as the case may be.
- Chair and/or be an active participant at established governance tables.
- Prepare and present detailed reports and materials for internal and external stakeholder groups as directed, as well as work closely with communications staff in the preparation and delivery of various community engagement activities.
- Completion of a degree in Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
- Demonstrated experience in an infrastructure project development, operational and/or construction environment with experience and measured success in the application of project management methodology in the context of significant projects (>$100 million); experience in the transportation industry and public sector is an asset.
- Detailed understanding of different procurement strategies, delivery methodologies (DBB, DB, DBFM, DBFOM) and the associated risk transfer. Experience with collaborative models including Progressive Design Build, Alliance, and Integrated Project Delivery is an asset.
- Exceptional program and project management skills to lead and manage projects, develop project budgets and schedules, related staff and resources, and to monitor budget and schedule adherence and performance results.
- Strong interpersonal and communication skills.
- Demonstrated ability to build relationships with stakeholders and achieve milestones in a multi-stakeholder, multi-disciplinary environment.
