Our Rapid Transit Commercial Management Office is looking for a Senior Commercial Manager to support the implementation of the YNSE Advance Tunnel (AT) project. You will lead and provide oversight of commercial governance and decision-making including coordination across the corporation, provide commercial options and strategic advice to Senior Leadership and Metrolinx partners and leaders.
What will I be doing?- Identify emerging commercial hot topics, issues, and risks, report contractual claims, and lead the management and resolution of legal and/or commercial disputes.
- Develop and implement commercial strategies and management plans to maximize value, while minimizing risk to Metrolinx while supporting management and implementation of commercial issues.
- Communicate strategies to Senior Executives and monitor and report on performances; provide approval and/or recommendations for approval on recommended changes or enhancements.
- Lead the resolution of issues of corporate significance, as required to recover or protect Metrolinx’s commercial reputation, and ensure value for money and sound commercial decision-making.
- Build and manage relationships with a broad number of external stakeholders/partners, including contractors, provincial/federal/municipal governments, agencies and/or communities, leveraging those relationships to advance commercial objectives.
- Collaborate with internal stakeholders and partners in developing schedules and plans that maximize efficiency and timeliness; Partner and manage relationships with internal cross-functional departments (e.g. Legal, Operations, Project Delivery Team, Finance etc.) to ensure progression of projects and programs into operational service.
- Completion of a degree in Engineering, Architecture, Business, or a related discipline or an equivalent combination of education, training, and experience.
- Extensive experience related to the planning, procurement, design, and construction, including experience managing large, complex, multi-year transit or infrastructure development projects; experience in the transportation industry and public sector is an asset.
- Experience in developing, structuring, procuring, negotiating and implementing complex infrastructure contracts, including leading commercial negotiations to achieve objectives.
- Detailed understanding of different procurement strategies and project delivery models (emphasis on P3 and collaborative) and the associated benefits and risk transfer implications would be an asset.
- Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Ontario Association of Architects (OAA), Project Management Professional (PMP), and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
- Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents (e.g., Metrolinx Act, Places to Grow Act, Planning Act).
- Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
- Broad knowledge of budgetary processes and cost and schedule management.
- Demonstrated relationship management and influencing skills and experience to build partnerships with a variety of internal and external stakeholders for the achievement of results; Strong negotiating skills to navigate between multiple parties with differing perspectives.
- Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues.
- Strong interpersonal and verbal/consultation/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and in the field; to work effectively with specialists across multiple sectors.
