Main Purpose and Function

The Evelyne Saller Centre offers essential services, recreational, and social programming, and a temporary overnight shelter for the benefit of low-income residents of the Downtown Eastside.


Reporting to the Shelter Coordinator, the Shelter Attendant I is a front-line position with primary responsibilities in Centre safety, security, access control, incident response and reporting, relationship building with community members. Shelter Attendants work to ensure that the Centre is a safe, welcoming and inclusive space for the public and staff. Violence prevention is a priority at the Centre. Shelter Attendants are expected to use defusing/de-escalating skills when responding to all volatile situations. Physical intervention is always a last resort.


The temporary Winter Shelter at the Centre operates to provide overnight shelter. Candidates must be available to work overnight, including on weekends and holidays.


Specific Duties and Responsibilities


  • Monitors entrances and facilitates access control of the facility and services;
  • Monitors and upholds the Centre’s Code of Conduct and ensures standards of behaviour are being observed, defuses volatile situations and may removed patrons if necessary;
  • Makes regular patrols of the building;
  • Provides support in the event of an emergency including overdose response;
  • Responds to incidents and completes incident reports as per Centre protocol;
  • Assists patrons in a supportive manner, provides information and makes referrals on the services and activities provided by the Centre and other community partners;
  • Assists with clerical activities such as answering phones, distributing mail, assisting with lost and found;
  • Communicates information to other staff by way of log entries, incident reports, and emails;
  • Communicates effectively using a two-way radio;
  • Maintains health and safety standards;
  • Receives routine deliveries;
  • Performing janitorial and other duties as required.

Minimum Qualification Requirements

Education and Experience:

  • Completion of Grade 10 (Grade 12 preferred), plus some experience working in a community, social service or health care environment would be an asset, or an equivalent combinations of training and experience.
  • Occupational First Aid Level I certification or the ability to obtain one would be an asset
  • Fluency in a second language would be an asset

Knowledge, Skills and Abilities:

  • Considerable knowledge of the Evelyne Saller Centre’s rules, services and operations
  • Working knowledge of the Downtown Eastside, agencies, services and resources
  • Knowledge and understanding of addictions, mental illness, conflict resolution and violence prevention
  • Ability to establish and maintain effective working relationships
  • Ability to communicate effectively orally and in writing, including writing incident reports
  • Ability to work with minimal supervision
  • Ability to respond to incident using defusing and de-escalation techniques
  • Ability to respond to emergencies, walk long distances, and carry heavy items using moderate strength and agility
  • Ability to understand and uphold occupational health and safety policies and procedures, including specific policies related to infection control

  • A Police Record Check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
