We’re seeking a Project Manager to support the successful delivery of infrastructure and capital improvement projects. Reporting to the Senior Capital Projects Manager, you'll be the engine behind our project planning, execution, and reporting—ensuring everything runs smoothly on time, and on budget.

Note: This position is full-time with a set weekly schedule (35 hrs/week, Monday - Friday) working onsite at AFN’s offices.


The primary responsibilities include:

Project Coordination & Support

  • Assist the Senior Capital Projects Manager in developing detailed project scopes, work breakdown structures, schedules, and budgets that align with funding and organizational objectives.
  • Monitor and track project milestones, critical paths, deliverables, risks, and expenditures, escalating issues or variances to the Senior Capital Projects Manager as required.
  • Prepare, maintain, and distribute project documentation, including progress reports, contracts, technical specifications, drawings, and records in accordance with internal and ISC requirements.
  • Support the implementation of project management methodologies, tools, and systems to ensure consistency and compliance.
  • Provide day-to-day coordination of consultants, contractors, and suppliers to support timely project execution.

Stakeholder Engagement

  • Coordinate communications between internal departments, leadership, external consultants, contractors, and ISC representatives to ensure consistent information flow.
  • Support the Senior Capital Projects Manager in facilitating meetings, site visits, status updates, and community or stakeholder engagement activities.
  • Prepare agendas, meeting notes, and follow-up action tracking to ensure accountability and timely responses.
  • Ensure all stakeholder communications and records are accurate, timely, and meet both organizational and ISC documentation standards.

Administrative & Operational Support

  • Prepare Requests for Proposals (RFPs), tender documents, and related materials in collaboration with procurement and ensure compliance with policy and funding requirements.
  • Assist in evaluating bids, tracking procurement activities, and maintaining vendor records.
  • Maintain organized project files, ensuring compliance with regulatory, contractual, and funding requirements.
  • Assist in preparing capital and operating budget submissions, forecasts, and reconciliations for projects under the Senior Capital Projects Manager’s oversight.
  • Support onboarding, orientation, and training for staff, contractors, and community members engaged in project-related activities.
  • Provide general administrative support including scheduling, filing, correspondence, and coordination of approvals.

Accountability & Reporting

  • Report regularly to the Senior Capital Projects Manager on project progress, issues, and resource needs.
  • Provide data and analysis to support decision-making and problem-solving.
  • Ensure adherence to ISC infrastructure funding processes and assist in the preparation of funding applications, claims, and compliance reports.
  • Uphold organizational policies, health and safety standards, and best practices in project delivery.

Other duties as required.


Qualifications:

  • Degree in Planning, Project Management, Business Administration, Engineering or Technologist, architecture, construction management, etc. or related field.
  • Project Management Professional (PMP) certification
  • Minimum 4 years of experience in project management roles within capital projects or infrastructure development.
  • Strong organizational, time management, and problem-solving skills.
  • Familiarity with project management tools and methodologies.
  • Excellent written and verbal communication skills.
  • Knowledge of public procurement processes, budgeting, and contract administration is an asset.
  • Cultural awareness and a respectful understanding of Indigenous communities, values, and protocols.
  • Strong interpersonal skills with a proven ability to build trust and maintain relationships across diverse groups.
  • Ability to work independently and as part of a collaborative team
  • Organized, dependable, and detail-oriented
  • A collaborative spirit and proactive approach to problem-solving, negotiation, and strategic thinking.
  • NOTE: A criminal check will be conducted on the successful applicant

What we offer:

  • Starting salary between $70,000 to $90,000, depending on education and experience
  • Discretionary office closure between Christmas Day and New Year’s Day, as determined by the Council each year
