Job Summary
The Program Manager, Master of Global Health is responsible for the successful management of the Master of Global Health (MGH) program at the School of Population and Public Health (SPPH), including managing and evaluating the strategic direction, recruitment, admissions, orientation, retention and academic success of students enrolled in the program. The incumbent oversees the entire program cycle in support of high-quality student learning experiences and graduation outcomes.
The MGH program is a twenty-month professional, cost-recovery graduate degree designed for early- to mid-career professionals committed to advancing health equity through applied, interdisciplinary learning. With a flipped classroom, multi-access delivery format and a global footprint (current collaborations include North America, South and Southeast Asia, and parts of Africa), the program presents unique operational complexities across geographical locations, time zones, and cultural contexts. It also includes individualized learning pathways for approximately 30 students annually and practicum placements that require high-touch coordination and flexibility. As the program continues to grow, the Program Manager will play a key role in supporting delivery, learner engagement, and strategic program development.
The Program Manager, Master of Global Health, is expected to develop robust strategies and policies designed to attract applicants globally, yield high-calibre students, and optimize the student experience in the MGH program. The Program Manager is expected to cater to diverse student expectations nationally and internationally and provide high level advice to prospective and current students. The Program Manager will continuously develop, maintain, and revise strategic partnerships to expand the program globally.
Organizational Status
The School of Population and Public Health (SPPH) is part of the Faculty Medicine at the University of British Columbia. The School offers seven graduate programs (Masters and PhD level) along with a Residency program and undergraduate courses, with total enrolment for the graduate programs of approximately 400 students.
Work Performed
Strategic Program Management:
- Leads the strategic development and ongoing management of local, regional, national, and international partnerships in alignment with MGH and SPPH goals.
- Represents MGH and SPPH in the exploration, initiation, and formalization of collaborative agreements that advance the program’s teaching, research, and practicum objectives.
- Negotiates and finalizes partnership agreements, contracts, and funding arrangements, ensuring clarity of deliverables, roles, timelines, and alignment with program values.
- Collaborates with other UBC units (e.g., development office, Office of Global Engagement, Go Global, University Counsel, finance, risk management etc.) to ensure partnership activities are operationally viable, compliant, and strategically aligned.
- Collaborates with the Practicum Director and external partners to identify and develop practicum opportunities that are meaningful and aligned with MGH learning outcomes and students’ intended career trajectories; develops processes, guidelines, and best practices to ensure student preparedness and safety during their placement, particularly in an international context.
- Establishes monitoring mechanisms to evaluate the quality, relevance, and impact of practicum placements and partner contributions, ensuring continuous improvement and responsiveness to student and partner feedback.
- Leads strategic fundraising and development initiatives to support key program goals/needs, including partnership activity funding, student and faculty research opportunities, and student financial support for students in need.
- Advises MGH program director and practicum director on matters of strategic importance, recommending appropriate courses of action on matters of a complex nature and/or high risk.
- Ensures all strategic activities and partnerships are grounded in principles of equity, reciprocity, and sustainability, in alignment with the program’s core values and UBC's institutional commitments.
Recruitment and Prospective Students:
Leads implementation of recruitment activities to attract and retain excellent candidates for the MGH program, including:
- Develops robust recruitment strategies targeting students in both domestic and international education markets, relying on industry best practices and metrics to measure the success of each recruitment tactic.
- Conducts one-on-one and group advising for prospective students on issues that require clarification or interpretation, such as application procedures, eligibility and program requirements, registration, academic policies, award application deadlines and requirements, and transfer credits.
- Develops, implements, and evaluates marketing and promotional strategies to enhance program visibility, relying on industry best practices and creative approaches to design innovative and effective outreach methods including but not limited to digital assets, print materials, social media and content marketing, and events.
- Designs, markets and delivers program information sessions to prospective students, in-person and/or via webinar.
- Writes and curates content for the program websites including editorials to highlight student and alumni achievements and contributions.
- Establishes and maintains external relations with companies and organizations to foster relationships with prospective students and future applicants.
Admissions:
Leads admissions activities for the MGH program, including:
- Provides expertise, advice and knowledge of University Senate regulations and policies as they affect admission policy.
- Ensures consistent application of University policies regarding admission assessment of both domestic and international applicants.
- Conducts research into educational systems, grading and credit systems, courses and credentials within Canada and around the world to understand and interpret admissibility and suitability for our programs.
- Oversees and directs support staff to process applications.
- Problem-solves lost or missing data, identifies situations that may require special adjudication, including international students, unique funding arrangements, or students with disabilities.
- Assesses eligibility and prepares candidate materials for review by the Faculty Admissions Committees.
- Assesses academic and non-academic factors pertaining to the evaluation and admission of domestic and international applicants. Exercises professional judgment in assessing circumstances that require special consideration.
Student Experience and Academic Progression:
Ensures successful student progression through the MGH program, providing proactive guidance and advice. This includes:
- Establishes systems for communicating with students about program and university policies and deadlines.
- Establishes systems to monitor student academic progression, following up with students proactively to ensure appropriate progression through to program completion and graduation.
- When necessary, reaches out to students to recommend strategies for ensuring success, including referral to other campus units (e.g., Counselling Services, Student Health Services, Access and Diversity).
- Proactively manages resolution of complex issues related to student progression, leaves, and extenuating circumstances and authorizes changes where appropriate.
- Collaborates with Program Directors to engage students in building a culture of belonging and inclusion, including ensuring culturally safe spaces for Indigenous students.
- Manages the planning and delivery of MGH program events, such as orientation, graduation, instructor retreat, and professional development activities.
- Develops and implements strategies to create and maintain a high-quality student experience in the context of a globally distributed student cohort and multi-access learning environment;
- Creates and maintains a continuous quality improvement framework, including strategies for collecting and reporting student feedback and perspectives.
Instructor and Program Director Curriculum Support:
- Manages MGH course development and execution to ensure quality and effective delivery of courses delivered in-person, online and in hybrid formats.
- Proactively identifies future curriculum and faculty development needs and presents recommendations to the MGH Program Director.
- Summarizes and acts on reports related to evaluating the effectiveness of teaching and learning.
- Leads the scheduling of MGH courses and related program activities including working with instructors to explore potential alternative course delivery formats (e.g., in-person, online or blended).
General Administration:
- Leads MGH development and fundraising efforts to improve financial support and resourcing for program growth and long-term sustainability.
- Develops MGH brand identity.
- Convenes stakeholders for strategic program planning and makes recommendations for quality improvement consideration and development.
- Develops innovative procedures and practices with the goal of improving student experience and efficiencies. Documents procedures as required.
- Liaises with various UBC departments including: Enrolment Services, Faculty of Graduate Studies, Faculty of Medicine, and CTLT.
- Performs other related duties in keeping with the qualifications and requirements of the job.
Consequence of Error/Judgement
The incumbent exercises considerable judgment and initiative in handling matters of a complex and non-routine nature, requiring interpretation of University and School guidelines, procedures and policies in planning the sequence of duties, the work methods to be employed, and action to be taken.
Consequence of error is high; errors may lead to students not being able to graduate.
Errors in judgment and communication may lead to inefficiency of operations, unmet deadlines and loss of valuable time and opportunities for students and instructors. Failure to represent the School in a professional way would diminish the credibility of the MGH program and the School.

Preferred Qualifications

- Additional work experience preferences include previous work supporting students to succeed in educational programs; previous work in the area of graduate education, familiarity with UBC internal systems such as eVision, Canvas, Workday and/or project coordination or management.
- Empathetic and open demeanor to facilitate trusting relationships with students. Cross-cultural experience is considered an asset.
- Supervisory experience and the ability to recruit, train, supervise and motivate employees, including assigning and monitoring work and providing constructive feedback.
- Previous project coordination or management experience and the ability to manage multiple projects is considered a strong asset.
- Experience developing and monitoring program evaluation methods and metrics.
- Ability to effectively use educational software platforms and on-line survey tools.
- Proven ability to use Microsoft Word, Excel, and PowerPoint at an intermediate level; as well as a readiness to master institutional software.
