THE OPPORTUNITY
This position is responsible for managing day-to-day procurement activities and supporting the strategic development of procurement processes and tools. The Procurement Manager will provide oversight and leadership in procurement planning and execution, supplier engagement, contract negotiation, and risk mitigation. This role also involves mentoring junior team members and ensuring procurement compliance across the organization.
PRINCIPAL FUNCTIONAL RESPONSIBILITIES
- Manage and oversee the execution of procurement processes such as RFQs, RFPs, and RFSQs, ensuring alignment with procurement policy and timelines.
- Mentor and supervise Procurement Specialists, supporting professional development and performance management.
- Support the Director in developing and implementing procurement strategies that align with corporate goals and regulatory frameworks (City of Toronto Procurement Policies, BPS directives, etc.).
- Collaborate with cross-functional teams to assess procurement needs and develop sourcing strategies that optimize cost, quality, and risk mitigation.
- Guide and oversee the preparation and issuance of procurement documents, pricing evaluations, and contract negotiation processes.
- Ensure effective management of the PO request process and procurement documentation, tracking status and identifying areas for process improvement.
- Provide risk assessment and escalation for complex procurement issues, offering informed solutions and mitigations.
- Support vendor management through the evaluation of supplier performance and coordination of ASP Roster processes.
- Facilitate procurement-related training and change management initiatives across departments as required.
- Represent the Procurement team in internal and external stakeholder meetings, ensuring clear communication and collaboration.
CANDIDATE ATTRIBUTES
To be successful in this role, you will have the following skills and qualifications:
- Post-secondary degree in Business, Supply Chain, or a related discipline. CPPB or CSCMP designation considered an asset
- 7+ years of relevant work experience in procurement
- Experience managing CCDC contracts and construction-related procurement preferred.
- Strong understanding of procurement policy, risk management, and compliance in a government or public-sector environment.
- Proficient in Microsoft Office Suite and experience with electronic Purchase Order systems.
- Demonstrated ability to lead and mentor procurement staff considered an asset.
- Strong communication, organizational, and problem-solving skills.
- Ability to work well under pressure with multiple competing deadlines. Hands on, detail oriented with ability to think strategically.
- Demonstrates the highest level of ethics and personal integrity.
- High attention to detail with ability to produce high-quality, accurate work in a dynamic environment.
RELATIONSHIP RESPONSIBILITIES
- Works collaboratively and develops and maintains strong working relationships within the organization.
- Maintains effective and professional relationships with external vendors, consultants, City departments and agencies, and community stakeholders.
