General Accountabilities:
  • Interface with Metering Service Providers and Metered Customers regarding the provision of metering services, metering installations and metering data for the IESO/OEB administered Metered Customers.
  • Collect metering data and synchronize meter clock times to specifications as per the IESO Market Rules, OEB Settlement and Transmission/Distribution System Codes.
  • Receive notification of the registration of proposed metering installations, meter point documentation, proposed on-site procedures that could affect metering data collection, equipment failures and metering overall reconciliation.
  • Implement/apply IESO market validating, estimating and editing requirements to ensure accuracy of customer billing.
  • Apply substitution routines, or perform minor data estimation as defined by the IESO Market Rules, OEB Settlement and Transmission/Distribution System Codes and notify Metered Customers, as appropriate.
  • Report and document on customer power outages.
  • Interface with field staff, prior to commissioning of meter installations and commencement of meter data collection, remotely test and verify communication link and accuracy of meter data by comparing the data between the meter and MV90 billing software.
  • Monitor and follow up on equipment condition and status of each meter trouble call, the resolution, the associated response time and report results to Supervisor.
  • Participate in the periodic testing and verification of meters including overall reconciliation of metering installations from a data collection perspective.
  • Maintain the metering database and ensure the accuracy and confidentiality of the data contained therein.

Selection Criteria
Essential Knowledge:
  • Requires knowledge of electrical principles, terminology, function and interpretation of electrical measuring instruments.
  • Requires knowledge of electrical metering devices to help field staff diagnose/solve problems.
  • Experience in working with data collection/settlement systems such as MV90/STAR/WEB/MMISPC/CSS and meter vendor software to setup and download customer interval load data would be an asset.
  • Requires knowledge of data processing and the principles of computer processing operations to understand programming operations and the effects of program faults.
  • Requires knowledge of mathematics and statistics to select and analyze data for tabular or graphic presentation.
  • Requires effective verbal and written communication skills to develop and implement training packages.
  • Requires knowledge of customer/class load patterns to be able to identify and report meter failures.
  • This knowledge is considered to be normally acquired through either a Grade XII education in a secondary school plus up to one year of further concentrated study, or the equivalent education.
  • Requires experience to be familiar with the different types of meters and their performance characteristics under various conditions.
  • Requires experience in computer operation, computer data conversion and database operation.
  • Requires technical experience in order to communicate with external parties on technical issues, software applications.
  • Requires experience in business practices and procedures in order to develop business processes and tools for the collection, processing and administration of metering data.
  • Requires experience in the day to day maintenance of record systems and office procedures.
