Position Summary:
Under the supervision of the Manager, University Safety Office, manages a comprehensive program for the safe, efficient and cost effective disposal of all University hazardous waste. Trains and supervises the technicians and office staff in the collection, transport, processing and disposal of waste. Ensures that legal requirements for hazardous waste and safety are met by staff and users of the program. Is responsible for the department budget. Prepares budget requests and monthly forecasts.
Primary Responsibilities:
- Trains and monitors waste management employees in the performance of their duties. Ensures that employees and users of the program follow the appropriate procedures to ensure the highest level of employee and public safety.
- Develops and assesses method of collection, handling and packaging to ensure safe transport and disposal of hazardous materials. Identifies new waste management techniques to ensure cost effective disposal and application of relevant procedures, laws and regulations.
- Organizes and standardizes all aspects of the Waste Management program. Develops and regularly updates a standard operating procedures manual for the technicians.
- Is responsible for ensuring adherence to Ministry of the Environment guidelines for the proper operation and liability of the waste management facility. Acts as liaison with the Ministry on a regular basis.
- Is required to keep abreast of provincial, federal and municipal laws and regulations on hazardous waste as well as provincial operating permits, liability insurance and fleet insurance coverage.
- Interacts with suppliers and disposal firms to ensure that services are offered at competitive prices and that materials purchased meet all specifications required by law. Approves all purchases and contracts.
- Is responsible for department budget ($431,000). Prepares monthly financial forecasts and yearly budget submissions. Produces monthly invoices for Internal and external services rendered.
- Develops and maintains systems for computerization of waste collection, storage and 10 % disposal records.
- Develops and maintains regular lines of communication with users. Performs on-site visits to expand user awareness and provide advice on waste minimization.
- Provides expertise on hazardous spill response and supervises decontamination procedures involving emergency spill clean-ups. Is on call 24 hrs. a day, 7 days a week.
- Participates in committees and meetings related to waste management and recycling programs.
- Prepares and delegates tasks for the completion of long term and special projects on waste disposal and recycling.
- Works autonomously to meet objectives defined in consultation with the Manager, Safety Office.
Other Qualifying Skills and/or Abilities
Manual dexterity to stabilize explosive chemicals. Ability to operate different field related equipment. Proven organizational ability and interpersonal skills. Ability to work under pressure. Able to communicate effectively and train individuals and groups. Strong ability to work in a PC environment. Bilingual (English and French) spoken and written.
