The Safety and Environment Department is seeking a Manager, Emergency Management to join their team!

What You Will Do


Reporting to the Director, Emergency Management & Fire Safety Director, you are responsible for the development, coordination, and implementation of TTC’s emergency management program and related activities, including emergency preparedness, response, and recovery initiatives to ensure consistency across the organization.You will proivde leadership in developing policies, procedures, and training programs, ensuring alignment with industry best practices, regulatory requirements, and corporate objectives. Work closely with internal and external stakeholders, including emergency services, government agencies and private sector partners, to strengthen emergency preparedness and ensure a coordinated response to incidents. During corporate level incidents/emergencies, provide operational leadership, supporting incident management efforts.

This position manages the integration of the emergency management programs with related disciplines. Facilitates and/or supports internal stakeholders in development, implementation and periodic review of emergency preparedness, plans and processes for respective departments. Develops contingency plans for upcoming planned events in the community that may impact the TTC, and supports development of incident response plans with stakeholders when crises arise.

You will support and advise the TTC’s Resilience Steering Committee and Emergency Procedures Committee, and represents the TTC on external committees.

You will manage the development, coordination, implementation and continual improvement of a comprehensive emergency management program for the TTC, including policies, processes, protocols, systems and activities, in alignment with the City of Toronto’s guidelines, industry standards, best practices, and legal and regulatory requirements, and the TTC’s enterprise risk management processes, risk tolerance and business continuity plans/processes.

You will manage and maintain a 24/7 ready Emergency Operations Centre and an Executive Command Centre to coordinate strategic and operational management of a major incident or emergency affecting the TTC.

In addition to the above you will demonstrate knowledge of TTC values and incorporates these into the performance of duties; demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Helps to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies; and perform other related duties as assigned. You will be required to participate in the TTC Customer Service Ambassador Program.

What Qualifications Do You Bring?


  • Your educational background including completion of a university degree or college diploma in a relevant discipline (Emergency Management, Public Administration, certification in one of the emergency services, etc.) or a combination of education, training and experience deemed to be equivalent is integral and will contribute to the success in this role.
  • Your application will demonstrate extensive relevant progressive management experience, in a complex, multi-stakeholder
  • Progressive experience in emergency management with demonstrated experience and knowledge of risk assessment and management, emergency preparedness and response operations, incident management is required.
  • Experience leading emergency planning and response efforts, including managing an Emergency Operation Centre or similar incident command structure, along with the ability to make decisions quickly and decisively, often with limited information is required.
  • Your application will demonstrate experience managing and implementing emergency management programs within a complex organization while managing diverse stakeholder's needs and interests.
  • Engaged leader who promotes teamwork and establishes an environment that supports equity and diversity as well as customer service excellence.
  • Sound judgement and effective decision-making skills, along with a track record demonstrating accountability, innovation and results oriented leadership.
  • Excellent communication and interpersonal skills with the ability to negotiate, resolve conflict, and problem solve.
  • Ability to establish effective working relationships with all stakeholders, employees, divisions, outside agencies and/or politicians and other levels of government, within a large, diverse, multidisciplinary environment.
  • Your application will demonstrate comprehensive knowledge of industry best practices, principles, standards, codes and relevant provincial and federal legislation with respect to emergency management, including the Emergency Management and Civil Protection Act, Occupational Health & Safety Act, Ontario Regulation 380/04, and relevant Incident Management System (IMS) frameworks.
  • An understanding and relevant certifications in emergency management and Incident Management System.
  • Strong presentation skills to update executive team on Emergency Planning metrics is required.
  • Good organizational and administrative skills, with the ability to manage multiple priorities and drive continuous improvement in emergency preparedness.
  • Experience coordinating training exercises and working with local emergency first responders to enhance preparedness and response capabilities is required.
  • A valid Class G Province of Ontario Driver’s License, and the use of a personal vehicle to conduct program initiatives and activities is required.
  • Relevant certifications such as Certified Emergency Manager (CEM), International Association of Emergency Managers, Certified Business Continuity Professional (CBCP) DRII or Certificate of the Business Continuity Institute (CBCI).
  • Federal and provincial emergency management specialist accreditations.
  • Provincial certification as an emergency management instructor is desirable.
  • Extensive experience in the design and execution full scale emergency exercises, table-top and workshops in a transit environment is an asset.
