The Manager, Cost, Claims and Customs, will be responsible for the management of overall Logistics Cost for Samsung Canada’s imported goods from various global points of origin; customs management and audit, and Logistics Claims. The role is responsible for a high-level understanding and control of Logistics Cost processes across different divisions, products and customer fulfillment directives and will monitor and control the cost process of daily spend, weekly reporting and monthly results versus management plans.

The position will liaise directly with our Legal, Finance, Sales, Supply Chain Management, Service Department, and 3rd Party Logistics partners, as well as with our Carriers, Insurance providers, Distributors, Customs Clearance providers, and CBSA / Border Agencies as required.
Through this responsibility of cost management, the position will be expected to provide proactive, expert-level solutions / suggestions for mitigating extraneous cost, avoiding exception-based spending, in addition to, implementing solutions for future-proof cost reduction and savings initiatives for Samsung of Canada’s entire Logistics budget.
This role will have oversight and manage the Claims process as it relates to insurance, carrier, and warehouse claims. The position will ensure careful auditing of claims, on time AR processing of payments, and will identify and mitigate risk; as well as manage any declinations, appeals and negotiations as it relates to claims.

In addition to Cost Process ownership, claims, and related duties, the role will also support leadership on HS Code classification in Canada, Import Duties and related recoup / amendment process and New Product set-up responsibilities for proper classification and guidance of Canadian importation across multiple points of origin.
Role and Responsibilities
Essential Duties and Responsibilities:
  • Manage logistics budget and costs for overall Samsung Electronics Canada (SECA) revenue - 4B annually.
  • Contract management, including amendments, renewals, and cancellations. Manages approvals through our Electronic Contract Management System (ECMS), working closely with Legal and Executive Management.
  • Manage logistics costs and budget, accrual / commit forecast preparation and analysis; including projections and forecasting of expected spend, risk, and over & above costs; processing of invoices as required.
  • Auditing of logistics spend and invoicing. Works closely with finance and risk management team to ensure all expense and costs are accurate and without risk.
  • Oversight of all customs. Logistics tariff system coordination and negotiation / Canadian Border Services Agency (CSBA) coordination for duties / Harmonized System Classification / reclamation process, Commercial invoice / Trade Agreement liaison with Samsung’s Logistic partner company / PIP (Partners in Protection).
  • Insurance management, including maintaining proper coverage for the warehouse, manage premium rates, identify and mitigate risk, and manage to HQ requirements.
  • Oversight to claims process. Including standard operating procedures (SOP), accounts receivable processing, insurance/carrier/warehouse claim, declinations and appeals.
  • Request for Proposal (RFP) management for Third Party Logistics Warehouse operations, and Carriers, including RFP creation, contract review, implementation and execution.
  • Manage to GPPM (Global Policy and Procedures Manual). Ensures compliance with all SECA policies, as well as, CBSA requirements and guidelines.
  • Suggests, leads, and implements cost avoidance initiatives and savings protocols across the entire logistics cost center spend for Canadian operations.
  • Provide recommendations to senior leadership on cost avoidance, best practices on spend reduction strategies, and proactively suggest areas of required improvement through continuous analysis of risk and control reports / Logistics cost center tracking reports; as well, provide leadership and training to all internal and external customers as required.
  • Accessorial charges – verification and validation of charges.
  • Work directly with Corporate Logistics, divisional support planning teams and our internal logistics partners on all cost-related projects and reduction efforts; and provide daily support to divisional partners as required.
  • Ad-hoc reporting and various duties as required.
Skills and Qualifications
Requirements
Education:
  • Post-secondary education from a recognized college or university required.
  • CCS (Certified Customs Specialist) required.
  • Logistics designations / professional accreditation (CCLP, P.Log., etc.) is an asset.
  • International incoterms / trade agreements expertise (NAFTA, etc.).
Knowledge:
  • Professional working knowledge of global freight forwarding and inbound logistics.
  • Well-versed in transportation law, incoterms, importation SOP, outbound carrier networks and fulfillment cycles in the Canadian market.
  • Sound knowledge of financial accrual processes would be considered an asset.
  • SAP/ERP competency required.
  • Experience in relatable consumer market and SKU mix in Canada is an asset.
  • Bilingual (French/English) would be considered an asset.
  • Excellent written and oral communication skills.
  • MS Office including intermediate to advanced Excel, is required.
  • Data retrieval and manipulation experience with demonstrable, verifiable output and report creation.
Experience:
  • 7+ years of related experience in logistics, Canadian customs and importation expertise.
  • 5+ years logistics cost management inclusive of invoice verification process, tariff master creation and maintenance.
  • Demonstrable understanding of cost-avoidance measures and leadership / implementation of same, with proven results.
  • Consumer market familiarity in Canada.
