LCMM – Marine Electrical Specialist

Position Summary

Thales Canada is looking for a Life Cycle and Materiel Manager (LCMM) - Marine Electrical Specialist to support its non-Combatant In-Service Support Programs for the Royal Canadian Navy.

The LCMM – Marine Electrical Specialist is responsible for engineering support and technical oversight of Electrical Systems including but not limited to Power Generation, Distribution, Propulsion, Electronic, Automation and Controls Systems. Accountable to the Technical Services Delivery Manager and working directly with various internal and external stakeholders, this role manages various activities to establish and maintain the configuration and design intent of electrical systems and equipment through their end-of-life and divestment.

The successful candidate will leverage their existing knowledge and expertise in marine electrical systems and equipment to become a subject matter expert and main point of contact for all technical matters associated with the systems assigned thereto. The principal objective is to maximize effectiveness and efficiency, while minimizing the Life Cycle Cost (LCC) associated with the support of their systems.

Key Areas of Responsibility

  • Performing Life Cycle and Materiel Management functions including but not limited to equipment obsolescence, material compatibility issues, alternate part investigations, maintenance management, and disposal management;
  • Supporting and managing activities associated with the design and configuration control of the vessels including conducting functional and physical configuration audits, as well as deviations and waivers documentation;
  • Providing technical advice to enable electrical and electronic equipment and/or systems to be correctly operated or maintained;
  • Monitoring systems and equipment performance through various reports such as but not limited to Unsatisfactory Condition Reports (UCRs), Pre-installation failures (PIFs) and technical investigations (TIs) conducted by the customer;
  • Ensuring proper level of spares are maintained throughout the life of the systems and equipment; support the cataloguing process;
  • Conducting technical investigations into problems associated with marine electrical and electronic systems, equipment and/or software issues, including failure analysis and solution recommendation;
  • Developing and reviewing technical documentation including equipment specifications, installation and maintenance instructions, test and trials agendas, and engineering change documentation and drawings;
  • Analyzing requirements associated with baseline changes to the ships configuration, equipment and software;
  • Liaise with OEMs, Service Providers and ship staff to support the investigation and resolution of defects;
  • Preparing documented work scopes, suitable for the solicitation of quotations from external resources such as OEMs, manufacturers, suppliers, testing facilities or specialist service providers; and Preparing and managing Work Packages and cost estimates for customer approval.

Minimum Requirements

  • 3-year technical program diploma (for Technologists) or 2-year technical program diploma (for Technicians) in a marine electrical technical field offered by a recognized technical institute; or
    • Certified a technologist or technician by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified body; or
    • Certified as one of the following electrical technical trades of the Canadian Armed Forces:

      RQPO2 or RQPO2USQ Marine Technician Electrical

      QL 6A or 6B Marine Electrician

  • Possess a minimum 8 years of demonstrated professional work experience in the naval, marine, or offshore industry within the last 15 years;
  • Working knowledge of Microsoft Office Suite;
  • Familiar with electrical safety standards;

Preferred Qualifications

  • Minimum 10 years of experience as a Technical Specialist with marine power generation and distribution systems;
  • Previous experience with the Royal Canadian Navy or Canadian Coast Guard; Previous experience as a Life Cycle Materiel Manager in the marine electrical field;
  • Demonstrated project management experience;
  • Familiar with Integrated Platform Management System (IPMS); Familiar with the Department of National Defense (DND) maintenance management and implementation system “DRMIS”;
  • Experience in delivering marine in-service support of operational assets; and
  • Familiar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations.

Physical Demands

  • Predominantly office work but will be required to occasionally travel to and work in dockyards and onboard Naval ships
  • May be required to undertake inspections on Naval ships which may involve involving bending and twisting, and working aloft

Special Position Requirements

  • Schedule: 40 hours per week
  • Travel: Occasional domestic or international travel may be required in support of the ships
