ABOUT THE ROLE
Reporting to the Manager, Property Services Business Improvement, Information & Asset Management, is responsible for providing technical expertise in the planning, project scoping, development of project initiatives, goals, timelines and activities, and implementation and contract management of the Land Transaction Management (LTM) project; preparing various documents, communications and reports; monitoring the project and ensuring conformance to Regional standards and quality control; coordinating or leading the project team and cross-functional groups to deliver initiatives; monitoring the performance of consultants; leading application development activities including design, development, implementation and utilization of GIS applications, tools, technologies, concepts and methodologies; supporting the needs of Realty Services, Legal Services and client groups regarding the implementation and management of the LTM system.
WHAT YOU'LL BE DOING
- Participates and provides specialized technical support in project scoping, user requirements, planning, development of project initiatives, goals, timelines, and activities, to ensure compliance with the Corporation’s requirements, timing, budget and quality assurance.
- Leads or coordinates GIS projects to review, analyze and develop recommendations for project implementation; uses project management principles and methodologies; develops project charters, identifies objectives, resources and schedules, and analyzes related workflows for timely and cost effective delivery to meet priorities; tracks all projects and initiatives and ensures task timetables are kept up-to-date; provides status reports to the Manager and takes required action to complete.
- Coordinates or leads project teams and cross-functional groups to deliver new and ongoing initiatives and projects.
- Researches, organizes, implements and documents project information and data.
- Researches and analyzes GIS methodologies, technology, business processes and GIS information management trends to develop and recommend GIS project integration, redesign and application; makes recommendations to the Manager for implementation to meet Regional needs.
- Participates with various stakeholders including GIS and ITS Branches in defining overall business architecture, technology and spatial information plans and goal setting.
- Coordinates and administers quality assurance and acceptance of all phases of projects including the preparation of specifications and requirements.
- Develops and supports the implementation of process improvements for the projects and makes recommendations for approval.
- Reviews, confirms and verifies legal agreements for real property transactions, including agreements of purchase and sale, offers of compensation made in accordance with the Expropriations Act, and minutes of settlement.
- Ensures the integrity and accuracy of data on the Land Transaction Management system; identifies potential issues and recommends solutions related to the system.
- Leads or takes active role in stakeholders committees or working groups for the development and implementation of GIS projects.
- Liaises with Regional Departments, GIS and ITS Branches, consultants, local municipalities and GIS vendors for the development and implementation of project initiatives and provides advice and technical support on GIS standards, models and applications.
- Performs other duties as assigned, in accordance with Branch and Department objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Geographic Information Systems (GIS), Environmental Science or related discipline with an emphasis on GIS, or approved equivalent combination of education and experience.
- Must be certified as a Project Management Professional (PMP) or demonstrated experience and knowledge equivalent to the skills acquired through the completion of the program.
- Minimum five (5) years progressively responsible and practical experience in GIS application development and web services and applications, including demonstrated project management experience.
- Experience in managing and coordinating third party resources and ensuring conformance to requirements; providing oversight of projects and consultants, including project initiation and resource procurement processes.
- Strong track record in implementing technology projects and ensuring sustainment into operation processes.
- Strong knowledge of project planning principles and experience in leading mid size projects, concepts, practices, tools, techniques and methods to lead projects and teams.
- Knowledge of spatial data creation methods and techniques, data sets and spatial product delivery design and production.
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, accountability, flexibility and adaptability.
