Development Manager - Full Time

Salary: $80,000 - $95,000

Position Description: As the Development Manager, you are responsible for managing the internal and external teams to align all project elements from inception of the project through site plan approval. This includes overseeing the full process related to the due diligence, business plan development, recommendation to purchase, concept design, zoning, and site plan phase of a project. In this role, you will be expected to handle the day-to-day management of 2-3 projects in full Development Phase of the project and 1-2 projects in feasibility or due diligence phase. Many of these projects will be located in and around Sarnia, Ontario.

Hours of Work/Location: 40 hours per week, primarily weekdays Monday to Friday, 9am-5pm. schedule may vary based on project needs & seasonal responsibilities. Travel to project sites in and around Sarnia, attending stakeholder meetings and conferences. Phone allowance provided.
WHAT YOU WILL BE DOING:
Project Management
- Provide leadership in achieving successful development projects through defining and monitoring the project objectives, scope, schedule, and budget as key performance indicators throughout the phases of the project, and coordinate adjustments as required
- Create a detailed work plan and schedule that identifies and sequences project activities, and allocates resources needed to successfully complete the project
- Oversee the team, including outside consultants required to achieve affordable housing development projects
- Establish the project budget (capital and operating) in collaboration with the Client, advising on financial needs and potential sources of funding for the project, including coordinating funding applications, reviewing contribution agreements and construction estimates
- Monitor all work, financials, and contingencies throughout a project
- Work with the Development Manager III and others as required to obtain information and make deliberations on potential properties and their viability for development as affordable housing projects
- assist in preparing initial concept and cost analyses for potential purchases, towards recommendation to the Client
- Retain consultants on behalf of Client or Flourish, who are needed to meet project requirements, including preparation of scopes of work
- Administering Request for Proposal processes through term setting, circulation, evaluation, and recommendation phases
- Supervise and approve all contracts and purchase orders related to project deliverables, including monitoring quality of deliverables
- Ensure records suitable for reporting on contracts are maintained for client and funder reference
- Manage project stakeholders to ensure project success
- Coordinate and contribute to project team meetings as required
- Identify potential partners appropriate to the Client’s projects
- Prepare and coordinate Memoranda of Understanding (MOUs) as necessary.
- Manage partner relationships as required.
- Assist with and lead community engagement, project concept ideation, business plan projections, and other pre-development activities during the feasibility assessment phase, enabling Client or Flourish to respond to Requests for Expression of Interest or other opportunities
- Coordinate the preparation and writing of professional documents, including feasibility reports, business cases, funding proposals, financing applications, project charters, and project progress reports, tailored to the specific project
- Provide regular communication by email and other digital means, in-person meetings, phone calls, etc.
- Supervise the management of files to ensure all project information is appropriately documented and secure
- Provide presentations to the Client’s teams, including Board of Directors as required
- Maintain professional relationships with all consultants, municipal and other government officials, funders, and all participants in the development process
- Completion of a four-year technical degree
- Two years of related work experience in the development field
- A commitment to upholding and modeling Flourish's mission, values and other operating standards and policies, reflecting them in all interactions and decisions
- Industry experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements
- Experience in the fields of architecture, construction, real estate development, or planning approvals is considered an asset
- Understanding of legal and planning frameworks within Ontario as well as socio-political awareness of Provincial, Regional, and local planning issues
- Membership in OPPI/CIP as candidate or Registered Professional Planner (RPP) is considered an asset
- Excellent organizational skills in leading projects, prioritizing and meeting deadlines
- Advanced written and verbal communication in English
- Self-motivation and willingness to work co-operatively with senior staff and colleagues
- Proficient computer skills with working knowledge of MS Office & MS Project, Bluebeam, and other software as required
- A valid driver license, access to a vehicle, and ability to attend to development sites is required
- Vacation: 3 weeks (15 days) paid with 8 HEAL days (sick and personal appointments) per year
