As a member of HRM’s Information Technology (IT) Geographical Information Systems (GIS) team, reporting to the Manager, GIS, the Data Analyst is responsible for the development, analysis, management and coordination of HRM data assets (spatial and non-spatial) established through corporate initiatives and operations. The Data Analyst leads in all technical practices encompassing the rationalization, collection, processing, distribution, analysis, archiving and governance of HRM data assets. The Data Analyst works closely with other data professionals within ICT to ensure data policies, standards compliances and defined corporate data management targets are met. The incumbent also acts as a liaison with external agencies to address their needs relative to HRM data asset.
DUTIES AND RESPONSIBILITIES:
- Carry out data management tasks related to developing and maintaining high-quality HRM data assets:
- Identify, evaluate and profile existing and potential data assets both within HRM and from external partners
- Develop and/or manage data maintenance plans to maintain and support the existing data assets. This would include, but not be limited to, procedures for; data integrity, data auditing, data security, data archiving, data retention
- Develop an understanding of business and corporate needs. This would include the ability to develop logical data models to meet those business needs, and to develop physical data models to properly implement those needs in a physical operating environment
- Maintain the existing logical and physical data models
- Collaborate with other organizational data resources to achieve data related objectives
- Perform advanced non-spatial and spatial data analysis
- Identify and escalate data management standards compliance issues
- Act as the technical liaison between HRM data asset management and external agencies
- Responsible for source data analysis/documentation (metadata capture) in support of requirements for data to: Identify authoritative source for each data subject area, Perform system level data analysis, Perform table and column level data analysis, Capture source metadata, Support development and maintenance of data mart models.
- Perform the role of Operational Data Steward under the guidance of the HRM data governance policy, providing support and guidance to the business-based Strategic Data Stewards;
- Endeavour to become the subject matter expert on the data and processes related to their assigned data portfolio
- Exhibit strong relationship building and relationship management skills to become a trusted source to the Strategic Data Steward and other key business positions
- Provide expert guidance and recommendations on resolving disputes regarding data definitions, data quality, data boundaries and access rights
- Under the guidance of the Enterprise Data Architect, establish and maintain corporate data models
- Facilitate meeting sessions for a diverse audience of HRM employees (from field workers who may be involved in data collection to senior management who make strategic decisions based on data outputs)
- Provide input with regard to resource and solution implementation cost into data governance related budget development
- Define, maintain and publish, in collaboration with Data Custodians, data definitions
- Assist in designing and/or optimize business processes related to data management lifecycle
- Identify data quality issues and root causes and elevate findings to Strategic Data Stewards
- Define, in collaboration with Strategic Data Stewards, data quality targets (metrics) and data quality reporting requirements
- Design and implement, in collaboration with Enterprise Data Architect and Manager, , metadata capture processes, data quality measurement baselines and data quality monitoring solutions
- Provide scheduled and ad-hoc reporting on all aspects of data governance to the Strategic Data Stewards
- Maintain the integrity of the metadata
- Assist in reviewing and approving the data access requests
- Engage business units for identifying, evaluating and prioritizing data releases for Open Data.
- Performs other related duties as assigned.
QUALIFICATIONS
Education and Experience:
- Post-secondary degree in Computer Science, Information Systems, Data/Information Management, Data Science, Statistics
- Master’s degree in any of the above considered an asset
- A minimum of five years of relevant experience with advanced data management & analytics tools, preferably within the public sector (GIS, BI, database management systems)
- Demonstrated experience with Master Data Management practices
- Demonstrated experience with Data Governance practices;
- Experience in Customer Relationship Management is preferred
- Experience working in a municipal environment is preferred
Technical / Job Specific Knowledge and Abilities:
- Thorough knowledge of municipal government workings and datasets
- Thorough knowledge of data management and analysis techniques
- Thorough knowledge of structured data, such as entities, classes, hierarchies, relationships and metadata
- Thorough knowledge of database management system (DBMS) components and logical and physical data modeling techniques
- Thorough knowledge of spatial and non-spatial data practices, procedures, guidelines and standards
- Ability to combine data from multiple sources when needed for the analysis
- Effective communication, relationship management, tact, and negotiating and interpersonal skills
- Effective statistical analysis techniques
- Effective knowledge of spatial databases and data warehousing technologies
- Effective knowledge of data visualization and analytics
- Familiarity with the use case analysis, business process re-engineering in related to data quality improvement
- Familiarity with data initiatives within external agencies
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Temporary, full-time (up to 18 months)
HOURS OF WORK: 35 hours per week, Monday through Friday, 8:30am - 4:30pm, overtime hours may be required. Flex options to work outside of these hours and hybrid may be available.
SALARY: Level 6 Information Services, $52.89 per hour, in accordance with the NSGEU 222 collective agreement
