Under the guidance of the manager, the compliance officer conducts regulatory and administrative inspections to support enforcement of the Canada Marine Act and Port Authorities Operations Regulations; lmpact Assessment Act and other applicable acts and regulations for the Port of Vancouver. The Compliance Officer conducts risk-based compliance monitoring activities (site inspections) for Project and Environmental Review (PER) permits and other VFPA authorizations. As part of this role, the compliance officer contributes towards the ongoing development and standardization of VFPA's monitoring, compliance and enforcement programs and support data-driven internal decision-making.

What you do:

  • Conduct risk-based compliance monitoring, including site inspections and documentary reviews, to validate compliance with commercial terms and conditions of relevant VFPA authorizations (e.g. leases, licenses, PER permits, etc.).
  • Conduct activities to monitor for compliance with project and environmental (PER) permit conditions and verify implementation of measures identified in management plans, including reviewing reports, documents, and plans, and conducting and coordinating site visits.
  • Support the escalation of compliance issues in accordance with VFPA's ongoing compliance programs and analyze requests for escalation to assess potential for enforceability under the Canada Marine Act and Port Authorities Operations Regulations.
  • Conduct regulatory enforcement activities to verify compliance with the Canada Marine Act and Port Authorities Operations Regulations and prepare reports and documentation.
  • Propose regulatory enforcement actions such as Administrative Monetary Penalties (AMP) to enable internal decision-making.
  • Undertake various close-out activities to support the closure of PER permits nearing and/or at project completion.
  • Support the development and tracking of data and metrics to enhance visibility on PER compliance.
  • Conduct other inspection-related activities as assigned.
  • Support continuous improvement initiatives and contribute to the development of VFPA's monitoring and compliance programs.
  • Maintain current knowledge of relevant legislation (i.e. Canada Marine Act, Port Authorities Operations Regulations), and processes and procedures associated with the Canada Marine Act Enforcement Program.
  • Maintain knowledge of VFPA's monitoring, compliance and enforcement best practices to provide subject matter support to departments.

What you bring:

  • Completion of a two-year full-time diploma in criminal justice, law enforcement, public administration or similar acceptable discipline from a recognized institution.
  • Minimum three (3) years of monitoring and regulatory enforcement experience in a complex regulatory and compliance environment.
  • Must be proficient with case management principles and best practices, with practical knowledge of The Canada Marine Act and Port Authorities Operations Regulations and/or other related legislation.
  • Experience supporting the development or implementation of regulatory programs through project management is considered an asset.
  • Proficiency in MS Office suite applications (e.9. Word, Excel, PowerPoint, Sharepoint, OneDrive).
  • Must have a valid Class 5 BC Driver's License.

Job type: Bargaining Unit, Full-Time, Permanent, Hybrid

Working environment: Normal office conditions with travel to/from sites within the Port's jurisdiction required as part of day-to-day activities. Occasional exposure to disagreeable conditions or hazards requiring the use of basic personal protective equipment when conducting off-site inspections.

MARINE TRANSPORTATION SECURITY CLEARANCE & ENFORCEMENT OFFICER DESIGNATION

This position is required to access restricted areas/information. The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as defined by the Marine Transportation Security Regulations.

The incumbent will also be required to obtain and maintain a Canada Marine Act Enforcement Officer (Level ll) designation from Transport Canada within one (1) year of hiring.
