The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.

The IESO will be hiring up to 4 staff into this role to become part of the teams working in the following areas of its Market Assessment and Compliance Division (MACD):
  • Monitoring and Data Analysis: monitoring activities and behaviours in the Ontario electricity system for preliminary detection of events of interest that might lead to non-compliance investigations, enforcement activity and/or public assessments from the Market Surveillance Panel. This may include assessing the efficiency and overall functioning of the IESO-administered markets, or specific market participant conduct to detect potential manipulation, abuse of market power, or anti-competitive behavior, and detecting emerging risks such as reliability concerns or design improvements to the IESO-administered markets.
  • Reliability Standards Auditing: accountable for monitoring and auditing compliance with reliability standards established by the North American Electric Reliability Corporation (NERC), the Northeast Power Coordinating Council (NPCC) and the IESO. This may include audit planning and execution and supporting a culture of proactive compliance among market participants.
  • Compliance and Enforcement: assesses matters of potential non-compliance with market rules and reliability standards, conduct formal investigations, generate case recommendations, and fosters compliance through a variety of enforcement actions, payment recovery, breach prevention and rule education activities.
This role is great for somone who has:
  • Data and Analytical skills - perform data analysis and determine which data is required, understand how/where to find and retrieve the data
  • Strong oral and written communications skills - be able to clearly and concisely communicate requirements, updates and outcomes
  • Critical Thinking - to contribute to developing a concept and apply critical thinking to determine what the potential issue is and what data/evidence/approach is required to prove or disprove the concept
  • Experience related to the electrical industry, power system operations/planning, regulatory and/or enforcement activities or audits
This position is part of a Promotion-in-Place Plan effective. Those that do not meet all the qualififcations will be considered as a Assistant Analyst Compliance and Dispute Resolution.

What you'll do
Regardless of the team that you become part of, you’ll make a meaningful impact by contributing to MACD’s mandate and brining value to the Ontario electricity ratepayers through:
  • Monitoring, and assessing market performance and participant conduct through data analysis
  • Fostering compliance with market rule and reliability standard and guiding market participants regarding potential enforcement outcomes
  • Encouraging market participants to develop and adhere to their own internal compliance programs
  • Monitoring the IESO-administered markets and investigating potential breaches of the rules and standards
Role specific responsibilities:
  • Maintain a current knowledge of assessment and compliance activities relating to market rules, market participant activities, and IESO policies and procedures, for the purposes of identifying inappropriate or anomalous conduct by market participants or other activities having an adverse impact on market efficiency or effective competition.
  • Undertake investigations and analysis to assess and report on the performance of the IESO administered markets and the conduct of participants within those markets. In accordance with IESO’s obligations, policies and guiding principles, report to appropriate individuals and/or units any possible breaches in the Market Rules and Reliability Standards committed by market participants, inappropriate or anomalous market behaviours, or market inefficiencies. Conduct major investigations of possible breaches of the General Conduct Rule, encompassing major market manipulation, exploitation, and deceptive and anti-competitive market conduct.
  • Conduct audits and payment recoveries.
  • Conduct investigations of Local Market Power and associated conduct of market participants.
  • Prepare formal Notices to market participants and the IESO, as applicable, ensuring that all MACD’s Market Rules-based requirements and obligations are met.
  • Conduct evidence gathering, analysis and maintenance.
  • Implement processes affording investigation and audit targets the opportunity to present views and representations to the VP of MACD.
  • Assist in the identification and preparation of witnesses for potential litigation purposes.
  • Work as part of a multi-disciplinary team, including economists, lawyers, and engineers, to draft investigation and audit reports making recommendations regarding possible violations of the Market Rules and Reliability Standards. Assist in assessing the impact of investigated conduct on market outcomes and grid reliability as well as payment recoveries.
  • Assist in assessing the impact of investigated conduct on market outcomes and grid reliability. Present findings and recommendations to support the VP of MACD's consideration of enforcement rulings, determinations and orders
  • Develop business processes, systems/tools, and procedures to carry out effective market monitoring in order to identify actions by market participants or market outcomes that fall outside of predicted patterns or norms. On an on-going basis, assist in reviewing the effectiveness of existing monitoring and assessment processes, systems and procedures. Work with other internal groups to develop application software tools, perform acceptance testing and identify business requirements for computer hardware. Develop and implement effective and efficient improvements as necessary.
  • Maintain indices to support the monitoring of the market and conduct of participants. Undertake studies, as assigned, and provide necessary support data, reports, and information.
  • Communicate with market participants and other internal groups as necessary to respond to requests for data and information, while respecting confidentiality criteria. Work with market participants to promote an understanding of and compliance with market rules, including the appropriate use and interpretation of information relating to market assessment or investigation/audit processes. In addition to IESO data, obtain certain confidential data from market participants for the exclusive and confidential use of own work unit. Provide technical advice, guidance, or written procedural instructions, as appropriate.
  • Conduct analysis and daily monitoring to assess the performance of the IESO-administered markets and grid; prepare reports, as required. Create data models using structured and unstructured datasets and apply analytics and visualization techniques for the purpose of deriving key insights and “telling a story” with data. Maintenance of data catalogues and daily monitoring indices; ensure that the catalogues are kept current and notify/publish as required.
  • Support the department in the development of corporate frameworks, business processes, tools and/or procedures for monitoring, investigations, audits, and enforcement.
  • Support the IESO’s dispute resolution process, as it pertains to disputes arising specifically from MACD enforcement determinations and orders.
  • Perform other duties as required.

What you need to succeed
Education:
  • Requires a knowledge of business, commerce, economics or engineering to carry out engineering, economic, analytical studies, audits, or investigations related to the energy industry, the IESO-administered markets and the IESO-controlled grid. Requires good oral and written communication skills in order to prepare reports and communicate effectively with all contacts at various levels of authority involved in accomplishing work objectives.
  • This knowledge is considered to be normally acquired either through the successful completion of four years of university education in the appropriate field, or by demonstrating an equivalent level of knowledge through work or related experience.
Experience:
  • Requires considerable exposure to develop a good overall understanding of the operation of the IESO-administered market, with particular emphasis on the assessment and compliance aspects. Requires considerable exposure to system and market operation practices and procedures, including legislation, resource utilization and system control techniques. Requires a background that allows for broad thinking and analytical and reasoning skills. Requires demonstrated ability to review vast amounts of information, breaking it down, prioritizing and synthesizing it. Requires experience in building relationships and strong interpersonal skills. Requires computer experience including exposure to statistical and database software, desktop software applications, computer data conversion, various PC-based query and calculations tools, one or more computer programming languages and computer system interfaces.
  • A period of over 8 years up to and including 10 years is considered necessary to gain this experience.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Oakville location.
